703-696-3845, ext. 1412 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotations
are being requested and a written solicitation will not be issued. The
solicitation, MDA410-97-Q-0011, is being issued as a request for
quotation. This solicitation/contract will include all applicable
provisions and clauses in effect through FAC 90-46. The standard
industrial code is 4151. The small business size standard is 500
employees. STATEMENT OF WORK: The contractor shall furnish all
vehicles, maintenance, supplies and labor necessary to transport
children of personnel stationed at and residing on Ft. Leavenworth,
Kansas, (approximately 136 students) to and from Leavenworth High
School and Immaculate High School in Leavenworth, Kansas, an
approximate distance of 8 miles one way. TIME OF PERFORMANCE: Services
to be furnished here under shall be performed and completed: Base Year
(CLIN 0001): Beginning 01 August 1998 and ending 31 July 1999*. Option
Year 1 (CLIN 0002): Beginning 01 August 1999 and ending 31 July 2000*.
Option Year 2 (CLIN 0003): Beginning 01 August 2000 and ending 31 July
2001*. * Services are not normally required for the month of July. 2.
Definitions: 2.1 Type I School Bus: A Type I school bus shall mean any
school bus with provisions for a minimum of thirteen (13) inches
seating spaces width for twenty-five (25) to sixty-six (66) passengers,
exclusive of the driver. This definition is intended to include school
buses designed specifically for the transportation of students
requiring special accommodations. 2.2 3-3 Seating Plan: Three
passengers on each side of the aisle of the bus. 2.3 Age of Bus: Age
shall be determined by the date of manufacture of the power unit or bus
body, whichever is earlier. 2.4 Round Trip: Round Trip as defined in
this solicitation will include picking up passengers on Ft. Leavenworth
at predetermined route stops in the morning, transporting to Ft.
Leavenworth High School and Immaculate High School, and returning the
passengers to route stops on Ft. Leavenworth, after the school day. 2.5
The average number of routes is four (4). The average number of buses
required is four (4). The average number of students for each route is
thirty-five (34). 3. Government Furnished Services Items: 3.1 The
Government shall provide routes, stops and time schedules prior to the
commencement of services. 3.2 The Government reserves the right to
revise the routes, stops, and times schedules by the Contracting
Officer providing written notice of the revision to the Contractor. 3.3
The schedule is subject to change without notice due to school closure
by the school board for any reason, to include but not limited to the
following: snow days, emergency closures, reschedules staff
development days. Contractor will not be paid for any days that school
is not in session. 4. Contractor Furnished Items: 4.1 The contractor
shall furnish andoperate each school day (approximately 180 days) only
Type I school buses. Each bus will operate during the regular school
hours. 4.2 The contractor shall provide parking space for the school
buses. There is no parking space available at the schools or at Ft.
Leavenworth, Kansas. 5. Specific Tasks: 5.1 The contractor shall
conduct "Daily Walk-Around" and "Inside Safety Checks" of each bus
every morning. Any deficiencies shall be corrected before the bus is
placed in operation. 5.2 Contractor shall have sufficient standby
vehicles and substitute drivers to ensure timely performance of the
contract during periods when regular drivers are absent. Substitute
drivers shall have the same qualifications as regular drivers. 5.3 The
rules and instructions to pupils and operations shall be printed in
large, plain type and posted in a prominent place in the school bus.
5.4 The contractor shall place placards to identify routes as directed
by the Contracting Officer on the front and sides of the bus. 5.5
Vehicles used in the performance of any contract resulting from this
solicitation shall meet the following requirements: 5.5.1 Pursuant to
P.L. 90-500, only buses manufactured in the United States shall be used
in performance of transportation services called for in this contact.
5.5.2 Have a rated pupil capacity of 66 providing a minimum rump width
of 13 inches under the 3-3 seating plan. 5.5.3 Buses will be no older
than seven (7) years, and will have not more than 72,000 miles prior
to the utilization at the start of the contract and each option period.
5.6 Contractor Personnel: Contractor Personnel operating school buses
under this contract shall: 5.6.1 Demonstrate knowledge of, and obey at
all times, the state traffic laws of Kansas, the Kansas Laws and
Regulations Governing School Pupil Transportation and School Bus
Drivers Manuals, May 1, 1979 or any revision thereof. 5.6.2 Have a
valid Kansas commercial driver's license with passenger endorsement.
5.6.3 Have a current certification of the National Safety Council's
Defensive Driving Course. 5.6.4 Have a current American Red Cross First
Aid Card and demonstrate a working knowledge of first aid. 5.6.5 Pass
an annual physical examination as prescribed by the Transportation
Safety Administrator of the Kansas Department of Transportation. 5.6.6
Drivers shall maintain a roster of students. Driver will check
students' military identification cards against his roster when
students board the bus. The driver may deny boarding to non-roster
passenger(s), unless they are overnight guests of roster passengers.
5.6.7 All drivers will be required to provide their Social Security
Number and Drivers License Number to be checked by Military Police to
verify no DWI, DUI, or felony conviction. Drivers with a DWI, DUI, or
felony conviction may not drive a school bus under the contract if the
Transportation Officer determines that the driver presents a potential
threat or danger to others, or if the driver's on-post driving
privileges are suspended or revoked. 5.7. Documents 5.7.1. Documents
Incorporated By Reference. In performance of any contract resulting
from this solicitation, the Contractor shall comply with and observe
all provisions of the following documents, herein incorporated by
reference: 5.7.2. CAC & FT LVN Suppl 1 to AR 190-5, 22 May 90. 5.7.3.
Kansas Statutes Annotated (KSA): Article 17 of the Uniform Regulating
Traffic; Equipment of Vehicles, KSA 8-1701 et seq. and Article 83,
Transportation of Students, KSA 72-8301 et seq. 5.7.4. Kansas Pupil
Transportation Manual, effective 01 Jul 92, or any revision thereof.
5.7.5. Kansas School Bus Driver's Manual, 01 Jul 92, or any revisions
thereof. 5.7.6. Kansas Standards and Statutes (School Transportation
Regulation), Section: Standards for School Buses, National Minimum
Standards for School Buses, 1980 Edition, or any revisions thereof.
5.8. Safety and Service Observations. 5.8.1. The Fort Leavenworth
Transportation Office will furnish to each student a set of rules for
good conduct and safety along with a Bus Rider Service Checklist. The
bus rider observation may be used as a quality control method of
surveillance. 5.9. Technical Exhibit I (Performance Requirement
Summary) is will be incorporated as part of the resultant contract. FAR
52.212-1, Instructions to Offerors-Commercial Items, is incorporated by
reference and applies to this acquisition. FAR 52.212-2,
Evaluation-Commercial Items, is incorporated by reference and applies
to this acquisition. The following factors shall be used to evaluate
quotes: technical capability, experience, past performance, and price.
Sources shall provide information in sufficient detail to demonstrate
their ability to perform. All factors are approximately equal to
price. All Offerors SHALL include a COMPLETE copy of the provision
52.212-3, Offeror Representations and Certifications-Commercial Items,
with its quote. FAR 52.212-4, Contract Terms and Conditions-Commercial
Items is incorporated by reference and applies to this acquisition and
resulting contract. Respondents will not be notified of the evaluation
results. Quotes are due by 4:00 PM EDT on or before June 19, 1998, to
the attention of David Taybron at the address above. ADDITIONAL
CONTRACT REQUIREMENTS: DPAS rating is CS10. Offerors must acquaint
themselves with the new regulations concerning Commercial Items
acquisitions contained in FAR Part 12 and must ensure that all
Representations and Certifications are executed and returned as called
