The work will involve demolition of the first floor north wing and east
wings, second floor east wing and a small area within the third floor
central area. The areas will be renovated to accommodate the hospital's
new function. The construction of the hospital includes space for
Primary Care, Central Appointments, Pharmacy, Laboratory, Radiology,
Physical Therapy, Allergy/Immunization Clinic, Pediatrics Clinic,
Optometry Clinic, and a Dental Clinic. The project also includes
construction of temporary swing space, fire alarm system, a limited
amount of site work, reconfiguration of the entrance, new mechanical
room. The HVAC system will be upgraded, and there are power/lighting
repair/replacement items within the facility. Included in the contract
is a detailed construction phasing plan. Some departments will be
relocated and must be operational during all phases of construction.
Adherence to schedule is so important that LD's are $800 per day.
Estimated cost range: $1,000,000 -- $5,000,000. Solicitation will issue
on or about 21 July 1998 with bid opening on or about 20 August 1998.
All responsible sources may submit a bid which shall be considered by
the agency. Commencement of work shall begin upon receipt of Notice to
Proceed and be completed within 450 calendar days. SIC code for this
project will be 1542. Small Business Size Standard is $17 million. Bids
from large business firms must comply with FAR clause 52.219-9
regarding the requirement for submission of a subcontracting plan. The
Fort Worth District subcontracting goals are for specified percentages
of the contractor's total planned subcontract amount to be placed with
the following: 61.2% with small business; 9.1% with small
disadvantaged business, 4.5% with women-owned small business, and 5.5%
with Historically Black Colleges and Universities and Minority
Institutions (HBCU/MIs). The plans and specifications have been placed
on Compact Disk (CD-ROM) and will be provided free of charge. Plans
and specifications will not be provided in paper hard copy format.
Notification of amendments shall be made through either 3.5" diskette,
CD ROM, and/or the INTERNET. The Government intends to issue this
solicitation through the use of CD ROM and the INTERNET. However, the
Government reserves the right to use only the INTERNET as notification
of any changes to this solicitation. It is the contractors'
responsibility to check the following address daily for any posted
changes to this solicitation. Contractors may view and/or download this
solicitation and all amendments on the Internet after solicitation
issuance at the following Internet address:
http://ebs.swf.usace.army.mil. Bidders should register themselves on
the Internet to receive a copy of this solicitation (CD ROM). Bidders
are responsible for the accuracy of the information on the Bidders
Mailing List (BML). NO EXPRESS PROCEDURES WILL BE UTILIZED ON INITIAL
