issue an IFB which includes a Base Bid for Services and Material for
fabrication and installation of High Pressure Air Station No. 3 for the
14 x 22 Foot Subsonic Tunnel, Building 1212C and an Option for
fabrication and installation of High Pressure Air Station No. 1 for the
14 x 22 Foot Subsonic Tunnel, Building 1212C West Area of Langley
Research Center, Hampton, Virginia. The work to be performed includes,
but is not limited to the following: Base Bid & Option Bid Requires
furnishing the following: High pressure air (5,500 psig) piping,
valves, and components, including ASME Section VIII Division 1 U code
stamped components. Steam (125 psig) and condensate piping, valves and
components. Electrical instrumentation, wiring, conduit and
components. Excavating, forming and pouring a concrete foundation for
the Air Station (Base Bid). Removing existing components and installing
new high pressure piping (5,500 psig) and valving required to connect
Air Station No. 3 to an existing 5,500 psig air supply.(Base Bid).
Removing an existing air station, including valves, piping, components,
wiring and conduit. Installing new high pressure piping (5,500 psig)
and valving required to connect Air Station No. 1 Fabrication and
installation of High Pressure Air Station No. 1 and No. 3 which
includes the following: New high pressure (5,500 psig) air piping,
valves and components. New steam (125 psig) and condensate piping,
valves and components. Piping insulation. New electrical
instrumentation and equipment. New power and instrumentation wiring and
conduit. Refurbishment of existing valves for use in new air station.
(Option 1). The order of magnitude for the procurement is between
$500,000 and $1,00,000 and the effort shall be completed within 180
calendar days for the Base Bid and 210 calendar days for the Option Bid
after notice to proceed. This procurement is a full and open
competition and part of the Small Business Competitiveness
Demonstration Program. The SIC Code and small business size standard
for this procurement are 1711 and $7.0M, respectively. The anticipated
release date of the IFB is on or about July 2, 1998 with an
anticipated offer closing date of on or about August 3, 1998. The firm
date for receipt of bids or offers will be stated in the IFB. Drawings
will be available from the Bid Distribution Office 757-864-2547. All
QUALIFIED responsible sources may submit a bid which shall be
considered by the agency. An ombudsman has been appointed -- See
Internet Note "B". The solicitation and any documents related to this
procurement [with the exception of the specifications and drawings]
will be available over the Internet. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format
and will reside on a World-Wide Web (WWW) server, which may be

shallnotify this office of their intent to submit an offer. It is the
