The U.S. EPA plans to negotiate on a sole source basis with Johnson Controls for the installation of titanium immersion heat exchangers and associated control systems and piping at the Agency's National Health and Environmental Effects Research Laboratory in Narragansett, Rhode Island. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253(c)(1), which allows for contracting without full and open competition if there is only one responsible source. The required heat exchanger system must be compatible with the existing control system, which was installed by Johnson Controls. Award to any other source would likely result in substantial duplication of cost to the Government which would not be expected to be recovered through competition. The estimated price range is between $25,000 and $75,000. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement by submitting appropriate documentation to the office identified above. Documentation must be received by EPA within 15 calendar days after the date of publication of this synopsis in order to be considered by EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government.
