Department of Commerce, NOAA, intends to purchase five (5) Radar Pulse
Modulators, part number 732100, for the Aircraft Operations Center at
MacDill Air Force Base in Tampa, Florida. This item is a required
upgrade to the C-Band and X-Band weather radar system which is
furnished on the two research aircraft WP-3D Orions operated by the
Aircraft Operation Center. The aircraft participates in a variety of
international meteorological and oceanographic experiments, as well as
in the hurricane reconnaissance and research programs. The airborne
radar systems on the NOAA WP-3D Orions aircraft are being upgraded to
incorporate a variable Pulse Repetition Frequency (PRF) that shall
enhance the aircraft radar data resolution. This upgrade requires the
replacement of the original Videotronics Pulse Modulator in the radar
transmitter units. The new modulator shall comply with the radar system
requirements including modifications that are currently in progress.
The Government intends to purchase the required Radar Pulse Modulators
from Shaynacorp, Petersham, MA. Shaynacorp is the designer and
manufacturer of the Modulator P/N 732100. The design of this modulator
is unique and proprietary to Shaynacorp. The Government knows of no
other source that can provide an equivalent modulator complying with
the NOAA's airborne weather radar system requirements. The proposed
procurement action is for supplies for which the Government intends to
solicit to only one source under the authority of 41 U.S.C. 253 (c)
(1). This is not a call for proposals. Interested parties are
encouraged to respond to this announcement within 14 days of its
publication. Interested firms shall submit in writing, its name,
address, point of contact, telephone number, business size and a brief
statement regarding its capability to provide the specified equipment,
and the name, telephone number, and point of contact for businesses or
other Government agencies to which it has previously provided similar
supplies. No responsewill be provided to those inquiries which fail to
provide the information requested. This information shall be submitted
to the address stated herein or may be faxed to telephone number
816-426-5067. A Request for Quotation (RFQ) will be issued on or about
14 days from the date of this announcement. A determination by the
Government no to compete this proposed contract based upon responses to
this notice is solely within the discretion of the Government. These
items will be purchased under the guidelines of FAR part 13, Simplified
