63 -- PURCHASE OF RADIATION IDENTIFICATION DEVICES SOL CS-98-046 POC L. Clifton 202 927-1139 The United States Customs Service (USCS) intends to procure up to 500 commercial off-the-shelf (COTS) radiation identification devices (RID) units with little or no modification. As part of the pre-award evaluation, the contractor may be required to demonstrate that the proposed RID devices can perform in accordance with the specification set forth in the RFP. The contract shall be to purchase the units and support for them, including maintenance and logistics, as well as operator instruction handbooks and training videos. The RID units shall have a one year warranty covering workmanship and defects. The RID shall be a small, electronic device that will detect, analyze, and identify various types of isotopes based on their gamma-ray emissions. Detection of neutrons is desired but not required. The RID shall be a hand-held device of rugged construction, weather resistant, battery operated and ready for immediate use, as required by USCS inspectors. The RID shall measure the detected radiation to determine the dose rate of radiation. At a minimum, the RID dose rate shall be within the range of 0.5uR/hr -- 200mR/hr. The RID shall be able to display the category and names of isotopes on an LCD display with backlighting or indicate that the analysis was inconclusive (i.e., an unknown isotope). Isotopes shall be displayed within ten seconds after acquisition has been completed. It is anticipated that a firm fixed price contract with a base year and four option years shall be awarded.
