combined synopsis/solicitation, prepared in accordance with the Federal
Acquisition Regulation Part 13, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, and a separate written solicitation will not be
issued. This solicitation, No. RFQ80139 will include all applicable
provisions and clauses in effect through FAR FAC 97-04. The Standard
Industrial Code is 3826. However, the solicitation is not set-aside for
small businesses. Requirement: The National Cancer Institute is
soliciting quotations for a Robotic Liquid Handler needed for small
volume Polymerase Chain Reaction (PCR). At a minimum, the machine
shall: (1) utilize various types of micro titer formats and other tube
configurations; (2) have at least four tips & syringes with
independent Z drives which accurately pipet in the 1-10UL range;
(3)have pipetting accuracy w/CV<5% at 5UL; (4) use both disposable
tips and fixed (washable) tips; (5) have liquid level capacitance
sensing; (6) have flexible deck layout with commonly available labware
(eg., various sizes of test tubes, reagent basins, pipette tip racks,
microtiter plates, wash stations, etc.) preconfigured with software;
(7) have flexible custom procedure programming with graphical user
interface software; (8) be able to import and export file data; (9)
have positioning reproducibility to ensure accuracy with 384 well
plates; (10) have predefined performance libraries for protocols; and
(11) shall have the ability to integrate withancillary equipment such
as robotic arms, plate stackers, thermal cyclers, plate readers,
incubation stations, vacuum stations, etc. Also, the instrument shall
be processor controlled (using PC-based Windows 95 or Windows NT
operating system) with instrument operation software capable of meeting
the stated requirements and being networked. Offerors must provide a
proposal, descriptive literature, any warranties, and/or other
materials that demonstrate that their offer meets the foregoing
requirement. The purchase order will be issued to the responsible
offeror with the lowest-price that fully meets the requirements of the
solicitation. This solicitation incorporates the provisions at FAR
Clause 52.213-4, Terms and Conditions -- Simplified Acquisitions.
Likewise, Offerors must submit a complete copy of Representations and
Certifications, including the provision for the DUNS Number (FAR Clause
52.204-6), with their offer. The Representations and Certifications
must be signed by an authorized representative of the offeror. Full

the publication date of this notice by June 26, 1998, 3:30 p.m. EST.
Facsimile submissions are permissible with follow-up of an original
copy. Offers must be in writing and should be submitted as follows: 1)
a completed SF 18 or SF 1449, signed by anindividual authorized to
bind the organization; 2) a Schedule of the offered materials
containing pricing and a delivery schedule; 3) completed
Representations and Certifications; 4) proposal information,
descriptive literature, and/or other material indicating that the offer
meets the requirement; 5) acknowledgment of amendments, if any. Offers

required information or reject the terms and conditions of the
