SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a
Request for Quotation (RFQ No. 53SBNB860089) under authority of the
test program for certain commercial items cited in FAR Subpart 13.5.
The solicitation clauses and provisions are those in effect through
Federal Acquisition Circular 97-04. This requirement is unrestricted.
The SIC code is 3826 and the related small business size standard is
500 employees. The National Institute of Standards and Technology's
(NIST's) Analytical Chemistry Division has a requirement for a mass
spectrometer to be used to analyze gaseous mixtures. The system must be
configured with a gas manifold that is capable of analysis of gas
cylinders at high pressure or from low pressure sources such as used in
atmospheric sampling systems. The system must also be capable of
separation of helium from deuterium at mass 4. The Contract Line Item
Numbers (CLIN), quantities, and unit issue are as follows: CLIN 0001,
Mass Spectrometer System, one (1) each; and CLIN 0002, Installation and
Training, one (1) lot. The following are the technical specifications
of the system: 1) The system must be configured to have both Faraday
Cup and Electron Multiplier detectors selectable at all times. The
system shall be programmed to use the Faraday Cup to detect specific
ions in a given spectrum and to use the Electron Multiplier to detect
other ions in the same spectrum which is useful since the Faraday Cup
is better for quantification purposes and the Electron Multiplier is
better for increased sensitivity to detect minor constituents; 2) The
electron multiplier shall be operated in the analog mode for standard
low level constituent detection or operated in the counting mode to
achieve parts per billion detection capability; 3) The system shall be
equipped with 500 LPM pumping system to keep background levels low,
thus allowing the detection of trace constituents. System shall also be
equipped with metal conflat seals to reduce leaks from outside sources.
This is critical to maintain low background levels; 4) The system shall
be able to be set to operate in the high resolution mode. This feature
is necessary to enable the separation of D2 and He at mass 4. These
two species differ in mass by 0.0256 atomic mass units. The software
mass command DAC shall have, as a minimum, 16 bit resolution to enable
a precision of 0.001 atomic mass units in mass position.; 5) The
system shall be equipped with inlet system which enables it to sample
from high pressure sources and from low pressure sources.; 6) The
system shall be able to be set to scan from 1amu to 300 amu. The system
shall be delivered FOB destination, 180 days after award at NIST,
Building 227, Room A120, Gaithersburg, MD 20899-0001. Installation and
Training dates shall be arranged with the designated Contracting
Officer's Technical Representititve (COTR) after system is delivered.
The provisions at 52.212-1, Instructions to Offerors-Commercial,
applies to this acquisition. The provision at 52.212-2,
Evaluation-Commercial Items applies to this acquisition. The Government
will award a contract resulting from this solicitation to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, price and other factors
considered. The following non-price factors in descending order of
importance shall be used to evaluate offers: 1) Technical Capability to
meet the agency need and 2) Past Performance. The clause at 52.212-4,
Contract Terms and Conditions-Commercial Items applies to this
acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition, including subparagraphs (1) 52.203-6, (3)
52.219-8, (6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9) 52.222-37,
(10) 52.225-3, (11) 52.225-9, and Department of Commerce Agency-Level
Protest Procedures Level Above the Contracting Officer, which can be
downloaded from the NIST Web Page located at
http://www.nist.gov/admin/od/contract/protest.htm. All offerors shall
submit the following: 1) Three (3) copies of quotation which addresses
CLIN 0001 and CLIN 0002; 2) Technical description and/or product
literature; 3) Description of commercial warranty; 4) Two (2) copies of
the most recent published price list(s); 5) A list of two (2)
contracts/purchase orders completed during the past three years for
similar equipment with the following information: name of contracting
activity, contract number, contract type, total contract value,
contracting office and telephone number, and program manager and
telephone number; 6) A completed copy of the provision at 52.212-3,
