Armstrong, 970-490-7216; Cheryl Smith, 970-490-7523 Western Area Power Administration (Western) of the Department of Energy intends to solicit and negotitate with only one source, GE-Harris, under the authority of FAR 6.302-1, for the purchase of XA-21 ICCP Datalink Protocol Hardware and Software License Agreement. The Inter-Control Center Protocol (ICCP) is a standard protocol for the exchange of real time power system data between electrical utility control centers. This protocol was developed by Haris to run an integrated application over the XA-21 SCADA/EMS base system software. This is a proprietary Harris software application. All rsponsible sources may respond to the synopsis and all such responses will be fully considered. No solicitation document is available at this time; therefore, all proposals submitted must contain sufficient technical data to demonstrate the respondent's capability to meet the requirements.
