89 -- COMPONENT MEAL/SANDWICH PACK SOL W56D93-6154-2000 POC Purchasing Agent Kit D. Pohl, Purchasing Agent (517) 483-5708 (Site Code W56LS9) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is W56D93-8154-2000, and is issued as a Request for Quotation (RFQ). The RFQ incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 97-03 and Defense Acquisition Circular 91-13. This solicitation is 100% set-aside for small business. The standard industrial classification code is 2099 with small business size standard of 500 employees or less. Description of requirement: CLIN 0001, 13000 Each Sandwich/Component Packs in the following assortment 1) Roast Beef and Cheddar Cheese, 2) Sliced Turkey Breast and Cheddar Cheese and 3) Sliced Ham and natural Swiss Cheese. The sandwiches must meet or exceed the following specifications: 1) Roast Beef and Cheddar Cheese-This sandwich consists of 3.5 ounces of roast beef prepared from top round. The cap muscle has been removed and surface fat trimmed to 1/8" or less. The trimmed product is then rubbed with seasonings placed into a cooking bag and slow roasted for approximately 13 hours to insure a tender product. The cooked roast beef is then sliced and portioned for use in the finished sandwich. The sandwich contains 1 ounce of premium natural sliced cheddar cheese. 2) Sliced Turkey Breast and Cheddar Cheese-This sandwich consists of 3.5 ounces of a 3 muscle premium sliced cooked turkey breast. The sandwich contains 1 ounce of premium natural sliced Cheddar cheese. 3) Sliced Ham and Natural Swiss Cheese-this sandwich consists of 3.5 ounces of a water added fully cooked whole muscle football ham. The sandwich contains 1 ounce of premium natural sliced natural swiss cheese. The bun is a knotted bun weighing 2 ounces. Each sandwich is then assembled and placed in a vacuum packaging machine and hermetically sealed. This process insures a 21 day shelf life refrigerated in optimum conditions at 28 degrees Fahrenheit. The component packs each contain 1 1/4 -- 2 ounce bag of chips, 4 ounce fruit cup, 1 1/2 ounce individually wrapped cookie pack, prewrapped dinnerware (fork, spoon, knife, napkin and wet nap), and assorted condiments (personal pack ketchup, mustard and mayonnaise). The packaged items (sandwiches and component packs) are to be in a vacuum bag and hermetically sealed. The sandwiches and component packs to be separately packaged for ease of storage with about 16 per box. Sandwich boxes to contain equal numbers of each variety. Qualifying offers will meet the stated specifications and be accompanied by completed provisions at 52.212-3 and 252.225-7000. The following must also be included: 1) Product specifications for the commodity being offered including fat content,, 2) Unit pricing, 3) list of the last 3 contracts received and delivered during the past 3 months with the Company name, point of contact and telephone number, 4) Name and address of the manufacturer/processor of requested meat products. Failure to provide this information can render your quote non-responsive and therefore not considered for award. Completed provisions, required information and any descriptive literature may be faxed to 517-483-5900. The Government will award a contract resulting from this solicitation to the responsible offerer whose offer conforms to the solicitation and will be most advantageous to the Government. Award evaluation factors are: price, delivery, prior performance, manufacturer/processor of meat products must be approved by and listed in the U.S. Dept of Agriculture (USDA) "Meat & Poultry Inspection Directory" and ability to meet government requirements FOB destination pricing is required. Multiple deliveries will be required-currently anticipated to be about every 2-3 weeks for the duration of the resulting agreement with the first delivery about one week from receipt of order. Successful offeror must: 1) be able to respond with deliveries to orders with a 24 hour lead time, 2) make deliveries around 7 A.M., 3) provide own off-loading equipment, 4) provide immediate notification of non-stock items (not wait until time of physical delivery 5) must be capable of receiving payment via Electronic Funds Transfer (EFT). All delivery requirements are subject to change. The Government reserves the right to reject any delivery that does not meet specification and is not of usable quality. Quantities/size of orders will vary. The total number of actual sandwich component packs delivered may be as low as 50% of the estimated 13,000. Qualifying offers will meet the stated specifications and be accompanied by completed provisions at 52.212-3 and 252.225-7000.
