synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement consitututes the
only solicitation; quotations are being requested and a WRITTEN
SOLICITATION WILL NOT BE ISSUED. The solicitation number is
FWS1-98-56(EM) for this Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-03. Standard Industrial
Classification Code 0700 applies. **Provide your written quotations for
the following item. Merchantable timber cruise and valuation for the
following specifications: Appraisal Problem: Please provide a
merchantable timber cruise and valuation on approximately 10,000 acres
located on the McCandless Ranch, Honolua, South Kona District and
Kahuku, Kau district, Hawaii County, Hawaii. This area is proposed for
acquisition into the Kona Forest Unit of the Hakalau Forest National
Wildlife Refuge. Corresponding maps are attached. The parcel is part of
the McCandless Ranch and is predominately pasture and forest land.
Access mauka from the Mamalohoa Highway is good and need to be
coordinated with the owners. They have agreed to provide previous
harvest data. The contractor will provide all materials for this
assignment. The cruise will record all merchantable products including,
but not limited to koa, ohia, hapu, and sandalwood. The cruise will
include dead and/or down timber if it is economically feasible to
remove. The plots will be 1/10 acre and will be marked in such a manner
that a check cruiser can find them. The timber cruise will consist of
two separate intensities. From the Highway to the 6000 foot elevation,
the plots will be at 1/4 mile spacing with the survey lines at 200
foot elevation intervals. Above 6000 feet the spacing between plots
will be mile. The portion of the Ranch to be excluded from this cruise
is the area of approximately 800 acres south of the 1950 lava flow.
The cruise, volume and value extensions will be supplied to the overall
Ranch appraisers, the Hallstrom Group. Further consultation will the
appraisers may be required. Progress payments will be issued as work
progresses. Delivery: Please provide four copies of the overall cruise
and valuation report. Delivery shall be on or before August 14, 1998.
Offerors shall also be responsible for submitting all additional
information necessary for the Government to Determine whether the
product offered meets fair and reasonable price. The following clauses
and provisions shall apply to this solicitation: 52.212-1 Instructions

52.212-4, Contract Terms and Conditions -- Commercial Items, 52,212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items. Quotations must include a
completed copy of the provision at 52.212-3, Offeror Representations
