Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) intends to negotiate on a sole source
basis with Westat, Incorporated, Rockville, Maryland, for additional
work under Contract Number 50SBNT7C1049 for the National
Telecommunications and Information Administration (NTIA). This
modification is required to the present contract in order to perform
the first phase of development and implementation of a consolidated
Data management system. The contractor shall provide services to
develop a consolidated information management system that integrates
program data with information from constituent databases, an automated
structured reporting system and results from customer profiling. The
following additional tasks shall be performed: 1) The contractor shall
perform database analyses of existing Telecommunications and
Information Infrastructure Assistance Program (TIIAP) data resources
(mailing lists, applicants, grantees, financial databases, customer
profile and structured reporting system data), develop data model and
data dictionary. 2) The contractor shall integrate existing databases
into a consolidated structure and develop database design. 3) The
contractor shall develop and test electronic capture technologies (e.g.
Internet based electronic forms) applied to TIIAP project applications,
project financial reporting, and periodic reporting by projects; test
prototype examples; demonstrate recommended instruments; provide draft
report. 4) The contractor shall implement/deploy, test and refine
electronic data capture technologies; provide finalized instruments and
full operational demonstrations to TIIAP. 5) The contractor shall
develop and implement query and reporting tools to provide enhanced
access, query, and analytical capability to TIIAP managers and staff.
6) The contractor shall integrate and deploy additional data access
tools, such as Document Manager System(s), data mining tools, and
Geographic Information System software. Integrate customer profiling
analytical capability into the CDMS framework. 7) The contractor shall
provide configuration management, and system development for project
tracking and oversight. FOB Destination, Washington, D.C. Required
Delivery Time is 9/30/98. This is a sole source requirement because
Westat, Incorporated is performing the original competitive contract
and has developed the data required for this additional work. The
original contract called for a survey of projects funded for 1994 and
1995; a structured reporting system for continuous ongoing data
collection and analysis of project progress and impacts; and a customer
profile of applicants, grantees, and organizations. As work progressed,
it became clear that each task was developing into a sizable database.
Next, it was clear that each task will result in an interrelated
data/information system. This system will require consolidation as an
integrated information management system. That is the purpose of this
