E-MAIL: Eric W. Lewis, eric.w.lewis1@jsc.nasa.gov. The Johnson Space Center intends to contract for Post Test Analysis Software/Laser Dynamics Range Imager (LDRI). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to acquire analysis software from the University of Houston under the authority of 10 USC 2304(a)(1). A sole source statement has been prepared. The University of Houston is uniquely in a position to develop analysis software, demonstrate it's effectiveness in conjunction with the Engineering Development Unit tests, and make modifications appropriate for application with the planned flight experiments, because of its previous experience with MIR Space Station Structural dynamics and International Space Station model. This expertise and previous experience allows the program's aggressive development and delivery schedules to be accomodated. The provisions and clauses in the RFQ are those in effect through FAC 97-04. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. The period of performance will be one year 06-01-98 through 06-01-99. The DPAS rating for this procurement is DO-C9. An Ombudsman has been appointed. See Internet Note "B". (0162)
