surveillance/inspection services are being procured on an unrestricted
competitive basis to support various separately contracted projects
including but not limited to,new construction,renovation,alternation,
and/or repair of facilities, facilities
infrastructure,warehouse,major/minor construction(including
MILCON),demolition and other public works related work, such as
maintenance,repair/replacement of plumbing,electrical or mechanical
system, flooring,painting,paving,roofing,hazardous material abatement
and soil remediation. The geographical areas of performance are
throughout Centeral California. The prinicipal areas of performance are
expected to be Los Angeles, Ventura,and Santa Barbara counties;however,
work may also be performed in San Lusis Obispo,Kern,Inyo-Kern,and San
Bernadino counties. Brooks Act procedures will be followed and multiple
awards are expected to ensure adequate coverage throughout all areas of
performance. Firms must have Multi-disciplines capability and be able
to support multiple projects throughout proposed areas of performance.
The required disciplines include,but are not limited to
architectural,electrical,mechanical,structural,civil,environmentaland
landscaping,at both the professional/subprofessional labor categories
for construction surveillance and inspection work is required. Other
professional services maybe required such as
studies,investigations,surveying/mapping,tests,
evaluations,consultations,planning,conceptual design,draft
plans/specifications, value engineering,construction
phasing,soils,engineering,drawing review and preparation of
operation/maintenance manuals. The selected firm(s) shall provide
qualified experienced in all areas of construction, including job
supervision, inspection, estimating, scheduling, and reporting.
Personnel most be adept in reading/understanding construction contract
drawings and specifications; clearly express themselves both orally
and in writing; possess an adequate working knowledge of building and
construction crafts; posses skill in cost estimating to assist the
contracting officer in the evaluation of proposals and modfications
involving various types of construction and equipment. Contractors will
investigate differing site conditions; coordinate customer requested
changes; perform submittal reviews; attend/conduct meetings and publish
meeting minutes; perform job inspection and surveillance to ensure
code, specification, and environmental requirements compliance,
report/resolve non-compliant issues within assigned level of authority,
perform material testing, oversee testing of water, gas, water
electrical, etc. systems, review updates of as-built and submittal
logs; and short term on-site specialty inspections. A minimum of five
(5) years experience in general building construction is required for
professional categories. For the professional categories these services
contain no authority to direct the construction contractor in any way
except where signficant health/safety issues are present. An
indefinitedelivery contract is contemplated, with a $5,000.00 minimum
guarantee per contract and a total ceiling of $60,000,000.00 among all
contracts awarded. The period of performance will be for a base year
with a one year option to renew services. Please request the selection
