Under authority of U.S.C. 253 (c) (1), the Government intends to enter
into sole source procurement with Florida Power, the local utility
company, for replacement of high voltage feeder cables and associated
services. Contractor to provide all parts labor and materials to
replace approximately 12,500 linear feet of 15,000 volt 1,000,000
circular mill aluminum cable. Contractor will be required to replace
two existing 3-phase feeders. Feeders will be replaced one at a time
through 6 activated manholes to keep the medical center operational.
Each feeder will have surge protection installed in every other manhole
with tee tap type splices. All feeders will be installed in existing 6"
conduit system. The contractor will be required to provide a one hour
call response for any feeder problems during and after completion of
feeder installation. Once the feeder installation is completed the
contractor will assume permanent responsibility of approximately 810
linear feet of feeder lines that cross Bay Pines Blvd. and terminate in
manhole #359 on VAMC property. The remaining new feeder lines from
manhole #359 to the VAMC Energy Center will be the responsibility of
the Department of Veteran Affairs Medical Center. Total replacement
service will be completed by August 15, 1998. All confined space entry
procedures will apply on this job and all manholes are totally filled
with water. Special rigging will be required at the switchgear end to
prevent damage to the switchgear when pulling cable. Any damage to the
medical center structures or grounds by the subject contractor will be
repaired by this contractor. If electric service to the medical center
is disconnected due to damage on the job by the feeder installation
contractor, the contractor will be require to repair the feeder cable
within six (6) hours. The contractor must have five (5) years current
experience doing this magnitude of work and five (5) years current
experience of high voltage splicing. This contract action is for
services for which the Government intends to solicit and negotiate with
only one source under FAR 6.302 and under Commercial Item Acquisition,
FAR Part 12. This notice of intent is not a request for competitive
