Energy, Albuquerque Operations Office (AL), intends to issue multiple
award ID-IQ contract(s) for board-certified psychiatrists or other
licensed physicians, or licensed clinical psychologists who can provide
psychological assessment services to determine if patients are suitable
for DOE access authorization. Services shall be performed within a
60-mile radius of Albuquerque, New Mexico, and 20-mile radius of the
Rocky Flats Field Office site, State Highway 93 and Cactus of Rocky
Flats, Colorado, and will be provided for employees of the nuclear
weapons complex. The contractor shall provide professional services of
initial assessment of Personnel Security Files, testing, and written
evaluation, with occasional special services as needed. Contractors
will also be called upon on occasion to testify at hearings. The term
of the contracts will be for a base period of one year with four
one-year periods. Each contract will be firm fixed
price/cost-reimbursable. Technical and cost proposals will be required
from all Offerors, with demonstrated ability to provide 1) competency
in the substance abuse and mental health evaluation areas, 2) writing
proficiency, 3) established experience, and 4) past performance to
satisfy the requirements of the Statement of Work. Each Offeror must be
prepared to undergo a background investigation in preparation for a
security clearance. Interested Offerors should request a proposal in

a 100% small business set-aside. Offerors shall provide evidence of
their capabilities to perform the scope of work under Standard
Industrial Classification (SIC) Code 8011 with a not-to-exceed size
standard of $5 million. The RFP will be released June 26, 1998.
