synopsis/solicitation for commercial items prepared in accordance with
the format to Subpart 12.6 of FAR, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is request for quotation,
RFQ-98-50, which will be accomplished in accordance with the Simplified
Acquisition Procedures. The solicitation incorporates provisions and
clauses in effect through Federal Acquisition Circular 97-04. This is
a firm fixed price requirement. The following FAR clauses are
applicable : FAR 52.212-1, 52.212-3, 52212-4 and 52.212.5. This is a
100% Small Business Set-Aside. The associated Standard Industrial
Classification code is 7381 and the size standard is $9 million. The
contractor shall provide quality forensic document examination support
service at the U. S. Secret Service, 1800 G Street NW, Washington, DC
20223. This is a fixed labor hour rate actionfor approximately 1,000
hours for a one year period from Date of Award. Work hours will be
scheduled between 6:00 AM and 6:00 PM, Monday through Friday on an as
need basis. Questioned Document analysis will use Secret Service
established protocol. Comparison and circularization of counterfeit
financial crimes documents will include; drivers licenses, travelers
checks, credit cards and bank checks. Work will be completed in a
timely manner. The term "timely" is based on the work product of
existing examiners and varies based on the individual complexity of the
examination at hand. A general rule dictates that each assignment
should be completed in less than three hours and a minimum of 2.5
assignments should be completed in any 8-hour period. A minimum of
three years experience as a federal law enforcement forensic laboratory
document examiner is required. A workstation along with all necessary
supplies and equipment will be provided by the Secret Service.
