commercial items prepared in accordance with FAR subpart 12.
Solicitation number is OPM-RFP-98-00609JCB and is issued as a Request
For Proposals (RFP). Offerors responding to this notice must request a

Acquisition Regulation provisions and clauses in effect through Federal

The Standard Industrial Classification (SIC) code is 7011, with a
small business size standard of $5 Million. This procurement is
unrestricted, allowingboth large and small businesses to submit
proposals. The Office of Personnel Management is soliciting proposals
to provide conference facilities, audiovisual support, sleeping
accommodations and food services for OPM Employment Service's Solutions
Conference for up to five years, one year plus four option years. This
is an annual two and one-half day spring conference for between 400 to
700 employment professionals. Offerors should include below the dates
they are proposing to hold the conference. Offerors should propose
dates which fall on Monday through Wednesday anywhere between late
March through May. OPM's preference is to conduct the conference in
early May. Site must be within 60 miles of Washington, DC. It must be
within 30 miles of an airport which serves major cities in the
continental United States and provides bus, limousine or train
facilities. Restaurants and eating facilities appropriate to meet the
diverse needs of 400 to 700 people must be within reasonable
walking/driving distance of the conference facility. STATEMENT OF WORK
-- Meeting Space Requirements: Plenary sessions & Luncheons (in
rounds) for up to 700 participants plus a speaker podium for a panel of
up to 4. Four to five concurrent (break-out) sessions, each requiring
a room with a capacity of approximately 150 participants, herringbone
seating style, throughout the conference period with room for a
speaker's area in each room for a panel of up to 4 panelists. All rooms
must comfortably seat the entire audience in conference quality
seating. Audiovisual equipment and support provided onsite. Exhibition
hall in close proximity to the conference area for 30 to 50 exhibitors
(at least 8' X 10' booths) and 400 to 700 people in a common exhibition
area without visual obstacles such as columns, with room for
refreshment break stations. A staff office that is at least 15' X 15'
must be near the registration area. This space should be able to hold
tables and chairs for staff supporting the conference with related
computer equipment andtelephones. Registration area in pre-function
space to accommodate registration for 700 participants adjacent to the
exhibit/continental breakfast/break room. The area should be able to
accommodate a computer, printer, and any other office equipment needed
for registration. A house phone and a message board should be near the
phone. The registration area should also be large enough to accommodate
display tables -- two eight foot tables side by side and up to 8
chairs. Meals & Breaks: All meals and breaks will be for 400-700
people. Continental breakfast each morning. Hot luncheons on each of
the first two days. Optional lunch on day 3. Mid-morning and
mid-afternoon breaks. Lodging: Approximately 170 sleeping rooms.
Capable of committing at least 80 rooms on site and should arrange
blocks of "off-site lodging" within 7 miles of the facility, if all
needs cannot be met on-site. Hotel must hold the sleeping rooms for
conference participants until 14 days before the conference begins.
Transportation: Facility must be accessible to the public (including
persons with disabilities). Ample on-site parking for at least 400
cars. PROPOSALS -- Technical Proposal: Submit original and two copies
containing the following: (1)Description of property proposed and full
description of the facilities, providing layout of conference
facilities proposed, including seating capacities, and availability of
these rooms. Describe how you will meet the requirements for office
space, storage and conference registration area, including telephone,
data lines and electrical outlets. Include additional eating
establishments for participants. (2) Dates available for late
March/April/May for years 1999, 2000, 2001, 2002, and 2003. Dates in
May are preferred. (3) Hotel location within 60 miles of Washington,
DC. (4) Describe banquet facilities and how you would handle sit down
luncheons for 400 to 700 people. Also address how coffee/tea service
would be handled for breaks, how many stations will be set up and the
locations of the stations. (5) Quality of conference space. (6) Number
of sleeping rooms at the proposed property and names, locations, and
number of sleeping rooms at overflow properties. Include plans for
check in and check out of a high volume of people. (7)Provide a
description of onsite audiovisual services, to include the type of
sound systems that will be used in each of the meeting rooms.
(8)Location of airports, train facilities and limousine and bus
services to the hotel. (9) Past performance (provide 3 references).
Cost Proposal: Complete and submit Sections A and B of the RFP.
EVALUATION CRITERIA: Proposals will be evaluated in terms of the
quality and relevance of information presented. The factors, which are
in descending order of importance, are listed in the PROPOSALS.
Technical merit is significantly more important than cost. This RFP
