10 -- INDUSTRY DAY, MULTIPLE CARRIAGE "SMART" BOMB RACK PRODUCTION PROGRAM POC Major Scott Pigeon, Program Manager, (850) 882-5780 Ext 2083 The Area Attack Systems Program Office, ASC/YH, will be holding a second informational Industry Day (for prospective prime contractors) on 25 June 98, 0800-1000 at Eglin AFB, FL. Check-in and registration is at 0730 at the Eglin NCO Club. One-on-One's with Companies/Teams will be on 25 Jun from 1100-1700 in Bldg 11, Conf Rm 262 and One-on One's with companies/partners will be on 26 Jun from 0800-1600 in Bldg 11, Rm TBD. All one-on-one slots are an hour on a first call first serve basis. BRU-55 EMD design drawings and BRU-46 drawings will be distributed at the conference, as well as slides on CD-ROM with viewer. The BRU-55 acquisition strategy is in development and the following is requested. During the one-on-one's companies should be ready to discuss such competitive matters as how they plan on producing and qualifying the BRU-55 with the data available, a schedule including lead times, affordability of the item in relation to the funding estimate provided in the first industry day, and any other relative information including cost savings. Companies are limited to four attendees. The Air Force is contemplating pursuing this acquisition as a sole-source procurement with M-Technologies if the Air Force determines that they are the only one qualified source capable of satisfactorily performing the requirements and schedule of this effort. The BRU-55 program is currently in development under an EMD contract with M-Technologies. Draft RFP is planned for release late FY98 with subsequent award 31 Mar 99. The BRU-55 program has been designated as a total Small Business Set-Aside. Firms responding to this synopsis should be a small business concern or a small disadvantaged business concern as defined in FAR 52.219-1 and FAR 52.219-2 respectively (Size standard 1000; SIC Code 3728). An Ombudsman has been appointed to hear concerns from offerors and potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. All potential offerors should use established channels to voice concernsbefore resorting to the use of the Ombudsman. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection decision.
