36 -- HYDRAULIC ACCUMULATORS SOL F40650-98-B-0013 DUE 030298 POC Sue Tate, Contract Specialist (931)454-7801 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Invitation for Bid (IFB) F40650-98-B-0013 incorporates clauses and provisions in effect through Federal Acquisition Circular 90-46 and Defense Acquisition Circular 91-11. The Standard Industrial Classification Code for this procurement is 4930 with a small business size standard of 500 employees. CLIN 0001 Two hundred thrity (230) each, Hydraulic Accumulators to meet the following specifications: 1) 10 gallon; 2) 3000 PSI working pressure; 3) bladder type, bottom repairable and top charged; 4) all parts must be compatible with Texaco Regal R&O 32 hydraulic oil; 5) the assembly must be ASME certified; assembly must be certified and stamped as per ASME Section VIII DIV 1; 5) must meet the envelope dimensions of Greer Accumulator Part No. BA10B3T01A1 with the exception of the larger than standard threads in the machined oil port; oil port must have SAE -32 internal straight thread o-ring boss port per SAE J1926 (Ref MS 16142) for 2" OD tubing (2.500-12UN-2B threads); 6) bidder must provide the envelope drawings of the accumulator detailing the external dimensions and oil port features with bid. CLIN 0002 Hydraulic accumulators meeting CLIN 0001 specifications. Delivery schedule for CLIN 0001 shall be as follows: Thirty (30) accumulators delivered 30 Days after notification of contract award; remainder shall be delivered in increments of fifty (50) to be complete within five (5) months. Delivery shall be FOB Destination Arnold Engineering Development Center, Arnold AFB TN. The following clauses and provisions to be included in subject solicitation and any award made thereof:52.212-1 Instructions to Offerors -- Commercial Items (OCT 1995). The bidder must submita unit price for the above CLINs . Each bidder shall include a completed copy of the provision of FAR 52.213-3, Offeror Representations and Certifications -- Commercial Items (JAN 1997) with the bid. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (AUG 1996) is incorporated by reference. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG 1996) is incorporated by reference. Additionally each bidder shall include a completed copy of DFARS 252.212-7000, Offeror Representations and Certifications -- Commercial Items (NOV 1995). The following clauses are incorporated by reference: FAR 52.217-5 Evaluation of Options (JUL 1990); FAR 52.217-7 Option for Increased Quantity -- Separately Priced Line Item (MAR 1989) insert the following "Up to fifty (50) within 12 months of contract award"; DFARS 252.212.7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (NOV 1995); 252.219-7000 Notice of Evaluation Preference for Small Disadvantaged Business Concerns (Alternate 1) (15 U.S.C. 644; 252.225-7036, North American Free Trade Agreement Implementation Act; 252.247-7024, Notification of Transportation of Supplies by Sea (10 U.S.C. 2631), and 252.225-7035, Buy American Act -- Balance of Payments Program Certificate (MAY 1995). WARRANTY -- The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered on a similar commercial sale. Acceptance of the warranty does not waive the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverables listed above. This is a DO rated contract. All responsible sources may submit a bid which shall be considered. Bids are due to Sue Tate, USAF Procurement Branch, Contracting Division, 100 Kindel Drive, Suite A332, Arnold AFB TN 37389-1332, by 2:00 PM (local time) on 2 July 1998.
