The National Institute of Standards and Technology (NIST) has a requirement for one (1) air handler unit with a refrigeration unit, Dunham/Bush model WCDR040 or equal (with 2 circuits), to replace the existing unit. The air handler unit supplied, must have a capacity of 35 tons, +/- 5%. The Government also requires one (1) air handler horizontal blow thru fan, Dunham/Bush Model HFO 10 MF or equal, to replace the existing fan, Dunham/Bush model HAH-80, 5000CFM. The blow thru fan must be compatible with the air handler unit described above. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. All responsible sources may submit a quotation in response to this announcement. The associated Standard Industrial Classification (SIC) Code is 5075. The size standard is 100 employees for manufacturers. (The small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacturer, is 500 employees). Contract Line Item (CLIN) 0001 is for one (1) Air Handler Unit with Refrigeration Unit. CLIN 0002 is for one (1) Air Handler Horizontal Blow Thru Fan. Delivery of the above items is required within 6 weeks after issuance of Purchase order. The F.O. B. point shall be Destination, Gaithersburg, Maryland. The Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2 Evaluation-Commercial Items, is applicable to this acquisition. The following evaluation criteria are to be included in paragraph (a) of that provision: Technical capability of item to meet the Government requirement, and past performance of item. Technical and Past performance, when combined, are approximately equal when compared to price. The Contractor shall submit references from the last 3 years, of customers who have purchased the item to be supplied. Information shall include a contact name, company name, telephone number, date of sale and a brief description of the item sold. This information should be submitted with the quotation provided in response to this announcement. All companies providing a quotation for units equal to the Dunham/Bush units must provide descriptive literature which shall include at a minimum, specifications, capacities, and dimensions. All companies responding to this announcement, are required to include with their quotation, a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items.
