combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
F04700-98Q1591. This solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-4.
This acquisition is unrestricted; the standard industrial
classification code is 3812. The acquisition is for the following
items: Line Item 0001, 2 each, Airborne triple-deck video recorder,
MFR: TEAC of America Inc, P/N: V-83AB-FS. The part number provided
above is meant to show the Government's minimum requirements. Offerors
can quote on equals. The offered units shall meet the following
performance requirements: The airborne triple-deck video recorder shall
consist of three (3) video recorders within one unit. This ruggedized
recorder shall be capable of recording three video signals both
simultaneously and separately and it shall comply with international
standard for Hi-8mm tape format, 120 minutes recording using all three
video recorders simultaneously and optionally 360 minutes when used
separately. 525 scan rate. 28 VDC input per MIL-STD-704E. Video input
1V p-p, 75 ohms negative sync with discrete interface and optionally
RS-422 Full Duplex. Storage temperature per MIL-STD-810E 501.2(I) and
502.2(I). Operating temperature per MIL-STD-810E 501.2(I) and
502.2(II). Temperature-Altitude: Sea level to 50,000 feet in an
unpressuarized, unsealed case; MIL-STD-810E 507.1(I). Explosive
Atmosphere: Per MIL-STD-810E 511.2(I). Vibration: MIL-STD-810E
511.2(I), Acceleration: 10G's, MIL-STD-810E 513.3(II), Shock: 15G's per
MIL-STD-810E 516.3(I) and 40G's per MIL-STD-810E 516.3(V), crash
safety. RFI/EMI: MIL-STD-461D. Connectors: J1 (Signal): PT02E22-55P, J2
(Control): PT02E16-26P, J3 (Power): PT02E10-6P. Dimensions (WxHxD) not
to exceed 8-11/16 x 4-3/4 x 10-1/4 inches, weight not more than 8.8
lbs. Units shall be compatible electrically and electronically with:
Decoder, MFR: Merlin, P/N: ME991; Encoder, MFR: Merlin, P/N: ME981;
Signal Conditioning Unit, MFR: Aydin Vector, P/N: PCU 808. Offerors
quoting on equals must provide descriptive literature to the extent
necessary to allow the Government to determine the technical
acceptability of the equal item. Required delivery at Edwards AFB CA
93524 is 125 days ARO. FOB Destination. The following provisions and

provisions by reference, with the same force and effect as if they
were given in full text. Upon request, the Contracting Officer will

Evaluation-Commercial Items, the following factor shall be used to
evaluate offers: technically acceptable lowest priced offer. Offerors
must include a completed copy of the provision 52.212-3, Offeror
Representations and Certifications -- Commercial Items with the offer.
If the offeror does not have a copy of this provision, contact the
contract specialist to receive a copy. The following DFARs clauses
apply to this acquisition: 252.212-7001, Contract Terms and Conditions
Required to Implement Statutes Applicable to Defense Acquisitions of
Commercial Items (including 252.225-7001 Buy American Act and Balance
of Payment Program); and 252.211-7003 Brand Name or Equal. Offers are
due at the Air Force Flight Test Center, Directorate of Contracting, 5
