Request for Quotation (RFQ) for a factory refurbished Broadband Series
Test System, consisting of the following components: 1) (Quantity one
each) E4210B BSTSpx: Form-13 Mainframe Base, with 13 VXI slots, hard
drive, V743 controller, detachable keyboard; 2) (Quantity one each)
Option 40: 622 Mb/s Real-Time ATM Analyzer Bundle includes E1618A 622
Mb/s Access Line Interface and E1609A 0-622 Mb/s ATM Stream Processor
(SC interface); 3) (Quantity one each) Option 211: Dual Port 155Mb/s
OC-3c Test Bundle including 2*E1697A, 2*E4209B CPP, E4212A SW, E4223A
SW, and E7820A/E7830A ATM layer UNI 3.0/3.1 C.T.S. for Int. Systems;4)
(Quantity one each) Option 412: UNI Software Bundle,including the
E4214B UNI Signalling Test software and the E6273B ILMI Emulation Test
Software; 5) (Quantity one each) Option ALW: 10baseT transceiver; 6)
(Quantity one each) Option UHY: SC Connectors. Specifies SC optical

different ATM level impairments to emulate a typical ATM network; 14)
(Quantity one lot) Warranty: 3 year manufacturers warranty on items 1,
2, 3, 11, 12,13; 90 day manufacturers warranty on items 4, 8, 9.
System backed by technical telephone service, on-site training,
consulting and customization. This procurement is being conducted under
the Simplified Acquisition Procedures (SAP), FAR Subpart 13.5, Test
Program for Certain Commercial Items. NASA/ARC intends to purchase the
items from Hewlett Packard Company, Fullerton CA, for the Broadband
Series Test System under the authority of 10 U.S.C 2304(c)(1). It was
determined by extensive market research that the HP BSTS is the only
ATM test equipment identified that meets all of the following
government requirements: Tool Command Language/Graphical Toolkit
(TcL/Tk) which will enable interactive and automated testing and
provide control of test equipment, switches and network management
systems; provide sample test scripts; Tree and Tabular Combine Notation
(TTCN) development environment for developing and running ISO-compliant
test suites; generate and capture Transport Overhead (TOH), stress
pointer movement; generate and display trace messages, inject bit
interleave parity (BIP) errors, generate automatic remote error
indications (REI) alarms, Timing Reference capabilities; web-based
documentation, context sensitive help; Traffic Generation Performance
with the capability to generate cell streams targeting more than 8000
Virtual Paths and Virtual Channels, option to generate 124 Variable Bit
Rate (VBR) streams with independent traffic profiles; dedicated OAM
module for high-performance, real-time testing enabling automatic
insertion of Performance Monitoring cells into a generated user cell
stream, and automatic response to Continuity Check and
Activation/Deactivation OAM cells; test cell that includes a copy of
the Cell Loss Priority (CLP) bit in the payload to measure cell tagging
and tagging violations when an ATM switch "polices" the cell by
flipping the CLP bit; Quality of Service (QoS) in real-time, In-Service
and Out-Of-Service, using OAM Performance Measurement (PM) cells (as
per ITU I.610), with any user cell stream; High-Speed demonstration of
2.4 Gbps OC-48c; capability to insert large "real-world" cell delay
and cell delay variation (CDV) to emulate real networks, with
statistical CDV and loss distributions modeling real ATM buffers and
network congestion, trigger outputs when a cell is impaired, and can
impair cell streams based on filtering of any ATM header field; a
4-port Optical Load Generator module for switch loading. UNI Signaling
with fully-configurable emulation, ability to stress information
elements, timers, and detailed error reporting, an extensive range of
signaling conformance test suites, ability to test and measure
performance under load, to fix signaling problems, compatibility with
different versions of UNI;Independent Local Management Interface (ILMI)
with full emulation, including address registration, Simple Network
Management Protocol,Management Information Base (MIB) walking,
keep-alive polling, conformance test suite;Private Network to Network
Interface (PNNI) with both decodes and simulation over a Service
Specific Connection Oriented Protocol emulation, providing reliable
stimulus-response testing, tools for automating tests; Network to
Network Interface (NNI) with full emulation up to the message transfer
part (MTP)-3b layer, decodes/simulation of the broadband ISDN user
part (B-ISUP) protocol; native frame relay processor modules, software
applications including a conformance test suite, LANE conformance, and
development in areas of IPv6 and MPOA conformance; ability to test
Inverse Multiplexing for ATM (IMA), obtain synchronized correlation of
multiple captured data streams, emulate 100 ms link delays, and
generate 124 VBR streams with independent traffic profiles; protocol
decodes, including LANE, TCP/IP, UDP, and Appletalk; Year 2000
Compliant; telephone technical support service, on-site training,
consulting and customization; three year manufacturers hardware
warranty. The Government intends to acquire a commercial item using FAR
Part 12. Interested firms have seven days from the publication of this
synopsis to submit in writing to the identified point of contact,
their qualifications/capabilities.Such qualifications/capabilities will
be used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
seven days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency.An Ombudsman
