The United States Army Communication-Electronics Command (CECOM) is announcing the eminent release of a Request for Quotation (RFQ) number DAAB07-98-L-Q513 for the development of a Blanket Purchase Agreement (BPA) for Commercial-Off-The-Shelf (COTS) Video Teleconferencing Systems (VTC). This is not a formal solicitation under FAR Part 15 or a FAR Part 13 Simplified Acquisition, but a RFQ under Far Part 8.4 (Federal Supply Schedules). Vendors will be required to provide prices for the following: personal desktop, a rollabout, and studio VTC systems, along with video phone systems and engineering and support services, equipment maintenance, system upgrades, and associated documentation to meet world wide DoD and other Federal Agency requirements. The purpose is to integrate, modernize, and refresh the existing sustaining base architecture while providing standardized interfaces. The U.S. Army CECOM contemplates placing two full and open, competitively negotiated agreements which shall run concurrently with the vendors' GSA Schedule contracts. The ordering period for equipment and services under these BPAs shall be one base year and four option years for a total not to exceed sixty (60) months from the Government's notice to proceed.
