Lawrence REQUEST FOR INFORMATION: The Tennessee Valley Authority is
requesting information on a system or systems to provide information
services for energy marketing/trading, risk management, transmission,
and accounting business functions and associated training,
implementation, and support services for the system(s). If a proposed
system does not provide all the request services, it must provide means
to share or transfer data to other system(s). The software should be a
commercially available packaged program and currently operational in
a minimum of 3 utilities or power marketing organizations. The desired
software product should directly support or provide a means to conduct
the following: 1. Energy marketing/trading Hourly, daily, weekly,
monthly trading Controls to implement trading policies Standard and
future products (forward sales/purchases, call and puts) OASIS
reservations, confirmation, inquiries, etc. NERC tag generation,
receipt, management, etc. Contract administration Operational and
ad-hoc reporting Audit trails for operational activities Dual tracking
and confirmation: Finance and trading Interface to accounting (sharing
of data) Interface to risk management (sharing of data) Interface with
TVA's energy management system (currently a Harris mainframe) 2. Risk
management Portfolio management (physical/financial tracking,
realized/unrealized gains/losses, net positions, etc.) VAR analysis
Sensitivity analysis Operational and ad-hoc reporting Interface with
marketing/trading operations (sharing of data) Audit trails for
operational activity 3. Transmission OASIS inquiries, updates, etc.
Contract management NERC tag receipt, management, etc. Interface with
TVA's energy management system Transmission service schedule management
(prioritization, curtailment, etc.) Interface to accounting (sharing of
data) Controls to implement transmission policies 4. Accounting
Customer account settlement Management of customer and account history
Controls to implement accounting policies Interface to trading
(sharing of data) Interface to transmission (sharing of data) Interface
to TVA's accounts receivable/payable system In addition to the above,
the system should provide audit trails for operational activities, user
and group based security for system and data, fault tolerant operation
(7x24), and ad-hoc reporting capabilities. Vendor services concerning
system implementation, training, and other support will also be
requested. Interested vendors should respond with a brief product(s)
description, best estimated costs, and information concerning the
company, years experience, similar contracts, and financial reports.
The vendor shall identify all proprietary information. All responses to
