22310-3398 A -- ESTIMATES OF BLOCK MOTION PARAMETERS DUE TO EXPLOSIONS IN ROCK

ONLY. No solicitation will be issued. The Defense Special Weapons
Agency (DSWA) intends to award a sole source contract to the Institute
for Dynamics of Geospheres, Russian Academy of Sciences (IDG RAS) to
determine the block motion parameters resulting from explosions in
rock. This data is available only at IDG RAS. IDG RAS will analyze
experimental data obtained in several Soviet underground nuclear and
High Explosive (HE) sites, including the Semipalatinsk Test Site and
Degelen and Balapan test areas. The data on instrumental and visual
observations for underground nuclear and TNT explosions will be
considered. It is essential that the technical staff fielding those
experiments describe the observations and analysis of the data as they
have first-hand knowledge of the site conditions. IDG RAS is the only
organization to have fielded such measurements and is thus uniquely
qualified to perform the effort. Contemplated period of performance is
9 months. All responsible sources must provide written documentation
demonstrating identical or equal capability to perform the effort to
