The program is designed to provide various environmental requirements
with regard to site restoration, compliance efforts, and pollution
prevention initiatives. Contract work will include all aspects of
environmental construction efforts and environmental service effects
including, but not limited to, the following project types: a. Site
restoration governed by the Comprehensive Environmental Response,
Compensation, and Liability Act of 1980 (CERCLA) PL 96-510, as amended
by the Superfund Amendments and Reauthorization Act of 1968 (SARA), PL
99-499, ie. Superfund Legislation, Remediation sites may include, but
not limited to removal of underground storage tanks (UST), waste
disposal ponds, landfills, chemical dumps, fire training areas,
groundwater plumes, and other typical contamination sites. Operational
features requiring Operations and Maintenance (O&M) include solvent
recovery systems, air strippers, and pump and treat systems. b.
Compliance efforts dealing with the Clean Air Act (CAA), the Clean
Water Act (CWA), the National Environmental Policy Act (NEPA), and
Natural and Cultural Resources. Work may include, but not limited to,
the installation and/or O&M of process equipment, installation of
emissions monitoring equipment, wetlands mitigation, elimination of
cross-Connections and maintenance of oil water separators as well as
activities related to natural and cultural resources. c. Pollution
Prevention efforts dealing with the infusion of environmental concepts,
designs, and equipment, into industrial operations that will stop,
minimize the impact of hazardous materials on the environment while
maintaining mission readiness. This Air Force Program is continuously
evaluating, improving and installing equipment, processess and
procedures to reduce/minimize/re-use hazardous materials and thereby
eliminate the release of pollutants into the environment. Specific
goals of the program are established in the following program elements:
Toxic Release Inventory, EPA-17 Industrial Toxics Program, Hazardous
and Municipal Waste Minimization, Alternative Fuels, Affirmative
Procurement of Recycled Products, Water Energy conservation and
Pesticide Management. Work for Pollution Prevention Program under this
contract will typically involve but not be limited to the
installation, operation and/or maintenance of equipment uned to control
the amount of hazardous materials developed and released during various
industrial processes. This procurement will be under Partial Set Aside
