(Site Code DAAD07) The solicitation sets forth the requirement for non-personal support services for the National Range Operations Directorate at White Sands Missile Range, New Mexico. The services include engineering, development, operation, maintenance, and other support of systems and equipment to meet the White Sands Missile Range (WSMR) target control missions. The name Target Control Systems (TCS) is defined to mean any target control system developed, operated, or maintained by National Range (NR). The TCS includes the Drone Formation Control System (DFCS) and Drone Target Control System (DTCS), and all subsystems and associated equipment. A draft purchase description has been published on the World Wide Web (http://www.wsmr.army.mil/docpage/TCSSS_PD/TCSSS_PD.htm) for comments to be submitted no later than 16 Jul 98. It is anticipated that technical proposals will consist primarily of oral presentations along with submission of supplementary written material. The primary purposes of applying this innovative approach is to save the offeror time and money in proposal preparation and reduce the Government's evaluation time. Award will be based on the best value to the Government. The anticipated contract type is cost plus fixed fee for a period of nine (9) years ( a five (5) year base and two (2) two (2) year option periods). The requirement will be solicited as a competitive 8(a) procurement restricted to 8(a) firms qualifying under the applicable SIC Code. The applicable SIC Code is 8731.
