N62742-98-R-1803, BASE OPERATIONS SUPPORT (BOS) SERVICES, Various
Activities, Territory of Guam. This solicitation may result in the
award of a combination Firm Fixed-Price (FFP), Time and Materials (T&M)
and Indefinite Quantity (IQ) type contract with Award Fee provisions
with full performance starting 1 October 1999. The estimated date of
contract award is 29 July 1999. The U.S. Navy seeks interested parties
for this request for proposal (RFP) relevant to this solicitation for
a major Base Operating Support (BOS) services contract to support
Naval Facilities on the Territory of Guam. This acquisition is an A-76
cost comparison study that will comply with the procedures prescribed
in Office of Management and Budget Circular No. A-76, the "Commercial
Activities" (CA) program. This A-76 cost comparison study will examine
the possibility of converting Government "in-house" operations to
contractor operations. It will result in a cost comparison between
Government and private sector providers for the services involved.
Current Guam service activities to be replaced by this contract are
provided by a mixed force of approximately 2,263 military personnel and
Government employees. The required BOS services will provide management
and administration of services performed in 15 functional areas.
Operations will include Administrative Services; Contingency
Preparedness; Engineering & MRP Management Services; Buildings and
Structures Maintenance/Repair; Transportation Services; Environmental
Services; Steam and Demineralized Water Services; Electrical Services;
Potable Water Services; Wastewater Services; Housing Operations &
Maintenance; Food Services; Family Services Center; Morale, Welfare, &
Recreation Services; Supply Services; Ordnance Services and Waterfront
Operations. These functional areas describe nearly all of the non-core
mission support functions for the Navy on Guam. A draft of the
Performance Work Statement (PWS) is located on the Internet at the

proposed contract is to be awarded approximately 29 July 1999, with a
mobilization and phase-in period of 2 months, leading to full
performance on 1 October 1999. The contract will consist of a base
period plus 7 option periods for a total of 86 months. The Government
intends to select a 'Best Value' contractor through formal source
selection procedures. This contractor will compete against the
Government's Most Efficient Organization (MEO) to determine who can
provide the services sanctioned under this CA study at the greatest
cost benefit to the Government. This procurement will take the
performance based language trend to its next logical conclusion, namely
an "Outcome Oriented Specification" (OOS). The OOS will describe the
general end results desired, as opposed to the specific actions
required to deliver those results. The OOS tells the proposer only the
"outcomes" desired, and not the "what" or the "how", to pursue those
outcomes. The outcome oriented contracting approach places additional
burdens upon any proposer however, this approach is believed to offer
maximum flexibility for the contractor (and Government) innovation. In
a sense we will be asking proposers to start from scratch and build
the services and operations that they will provide to fulfill the
Government's outcomes. It will be up to the proposer to determine the
details of what they will do and the methodology that they will use to
meet the stated outcomes without the constraints of our historically
prescriptive specifications. The open architecture of the OOS will be
definitized by the proposer's method of operations. We are inviting
service providers to propose innovative methodologies based on
industry's best practices and experience. The PWS will specify if there
are services that will be mandatory for the contractor to provide
(which is a small amount in relation to the total project). The rest of
the services to be provided will be left to the proposer's innovation
and experience in the field, to devise a plan to meet the Government's
desired outcomes. This concept is essentially a design-build process
for services. This approach will be complemented by the award fee
structure to powerfully incentivize the contractor to meet the
Government's desires while, allowing maximum flexibility in the method.
Beginning 30 January 1998, potential proposers have been provided
access to the Technical Reference Library that contains unclassified
information, including U.S. Government references listed in the
contract (e.g., regulations, manuals, drawings, instructions and
procedures). The reference materials will be maintained by the ISSOT
contractor on Guam for the duration of this CA study. The library is
open Monday through Friday from 8:00 AM to 3:00 PM and is located at
COMNAVMAR HQ Bldg. 3190, telephone (671) 339-6640. For additional

The Standard Industrial Code is 8744 and the annual size standard is
$20 million. The RFP will be available and issued over the Internet at

media on or about 13 July 1998. Cost of the CD-ROM version is $40 per
copy. Offerors interested in obtaining the CD-ROM version must submit
their requests via email to guama76@efdpac.navfac.navy.mil not later
than 18 June 1998, refer to the company "Registration" button at

Internet website. Provide your company name, address, point of contact,
area code and phone number. Payment must be received by our office at
Pacific Division, Naval Facilities Engineering Command, Contracts
Department Code 024:JG, Bldg. 57 Makalapa, Pearl Harbor, HI 96860-7300
prior to issuance of the RFP. Payment for CD-ROM should be paid by
check payable to "U.S. Treasury". Paper copies of the solicitation will
not be provided. It is the proposer's responsibility to check the
Internet website address stated above in order to be notified of any
changes to this solicitation. Amendments to the solicitation will be
issued via our Internet website and mailed to contractor's that
requested and paid for the CD-ROM version of the RFP. Prospective
respondents may register via our website to be notified of any changes
to this solicitation. A pre-proposal conference and site visit will be
conducted on Guam August 3rd -- 7th 1998. Prospective offerors should
provide notification via email to guama76@efdpac.navfac.navy.mil not
later than 22 July 1998 of contractor personnel who plan to attend. The
agenda and location for the conference will be posted to our Internet
website on or about 13 July 1998 (by the RFP release date). Request for
