Presolicitation Notice for the Directorate of Logistics, Fort Carson, Colorado. This effort is to provide management, labor, equipment, parts, services and supplies to operate the Logistical Support Services for the installation at Fort Carson. The major functional areas are: Supply and Services, Materiel Maintenance, Transportation, Deployment Operations, and Information Management Support. The services are currently being performed by government employees. This requirement will be competed following the guidelines of the Office of Management and Budget Circular A-76, Performance of Commercial Activities. Fort Carson will not entertain Contractor's requests for this reference. If cost comparison results in a decision to convert from the current in-house operation to contractor performance, the Government will award a Cost Plus Award Fee contract to the "Best Value" contractor. The contract performance period shall be a Base with four Option Years. The successful offeror will be afforded a phase-in period prior to the Base Period. The estimated solicitation issue date is July 1, 1998 and responses are due approximately sixty (60) calendar days thereafter.
