C. Battle, Contracting Officer, (202)324-3718 The Federal Bureau of
Investigation (FBI), Health Care Programs Unit, has a full and open
competitive requirement to procure complete legally defensible
job-related physical and psychosocial medical hiring and retention
standards for its Special Agents (SA). The Contractor shall perform a
job task analysis of the FBI position, including the identification of
critical knowledge, skills, and abilities (KSAs), and specialized job
requirements of the SA position. The Contractor shall develop a
functional job analysis methodology, which shall be scientifically
sound and approved by the FBI, from which standards will be developed,
specifying the working conditions, physical abilities and psychosocial
abilities required to perform essential job functions for the SA
position. These standards will assist the medical providers and FBI
management in making decisions regarding fitness for duty. The
standards shall: 1) provide information about the critical job tasks,
environmental working conditions, and medical diseases and conditions;
2) provide guidelines related to the levels of severity of diseases
and conditions that limit or preclude effective essential job functions
performance; 3) provide in-depth information about each body system
which is usually supplied by a medical specialist; 4) provide for
consistent, fair medical decisions by medical providers pertaining to
all applicants and employees; and, 5) be validated medically and
legally defensible. The FBI contemplates award of a one year
firm-fixed-price contract. The Standard Industrial Classification Code
is 8999. The small business size standard is $5.0 million. Interested,
