Solicitation for Proposals to Construct and Lease a 3,032 Net Interior Square Foot One Story Building on a site approximately 46,375 square feet for a period of 20 years with 2 periods of 5 years each. The offeror must own or controlt he site. The minimum site size identified in this solicitation is considered adequate for postal needs. However, should the offered site require unusual setbacks, on-site water and sewer systems, or any other conditions which would require additional land, the offeror must ensure that sufficient additional land is included and made a part of the proposal. The property offered must be zoned to permit use for a postal facility or must be capable of being rezoned for such use without delay of construction. The owner will be responsible for all action necessary to obtain zoning prior to lease to the Postal Service. The successful offeror shall submit, within 20 days after acceptance of this proposal, a Performance Bond with a corporate surety certified as acceptable by the Treasury Department. The successful offeror shall submit, within 20 days after acceptance of this proposal, a Labor and Material Payment bond with a corporte surety as certified as acceptable by the Treasury Department, in a penal sume based on the required penal sum of the Perfomance Bond. If the required penal amount of the Performance Bond is not more than $1,000,000 the Labor and Material Payment Bond shall be in a penal amount which is 50% of the penal amount of the Performance Bond; if the required penal amount of the Performance Bond is more than $1,000,000 but not more than $5,000,000, the Labor and Material Payment Bond shall be in a penal amount which is 40% of the penal amount of the Performance Bond; if the required penal amount of the Performance Bond is more than $5,000,000, the Labor and Material Payment Bond shall be in the penal amount of $2,500,000. PREFERRED AREA: Where streets or highways are used as boundaries, sites on either side of the street/highway are considered within the preferred area. The successful offeror will be required to present a boundary and topographic site survey and subsurace explorations, in accordance with the specifications furnished by the USPS within 30 days of notificaiton of award. Successful offeror will also be responsible for preparation of the site adapt which must be approved by the Postal Service. In addition, it will be the successful offeror's responsibility to provide any and all improvements, whether on-site, to meet the Department of Transportation requirements, including, but not limited to, acceleration/deceleration lanes, storme sewer, or other drainage improvements. Requests for plan holder's lists will be maintained on a master list and distributed to requestors each Friday ONLY during the life of the solicitation.
