SOLICITATION NOTICE: The work includes the design and construction
services for the exterior and interior renovations of the 4th Battalion
Complex at the Marine Corps Recruit Depot at Parris Island, SC. The
complex consists of thirteen facilities including Galley/Mess Hall,
Supply/Issue, Bachelor Enlisted Quarters, Gymnasium, Administrative
Headquarters, and Recruit Barracks and associated infrastructure
including utilities, pavement, adjoining training fields and roads. All
facilities will receive exterior repairs and modifications including
new roofs, doors and windows. Interior scope of work will include new
architectural finishes, doors/hardware, mechanical HVAC systems, fire
protection systems and electrical systems. Some minor building
additions are required. Site civil, mechanical and electrical work will
be required to install and/or repair utility services. The design
portion of this project requires the completion of the design process
for the above facilities, utilizing an existing 35% design product. The
government will provide CADD drawing files (in AUTOCAD format) to the
contractor for final completion. This procurement will consist of Two
(2) Phases. Phase I: Proposers will be evaluated on: 1) Past
Performance/Experience and Capability to Perform, 2) Construction
Quality Control and Safety and 3) Small Business Subcontracting Effort.
The highest rated proposers, typically 3 to 5, will advance to Phase
II. The Government will then request the Phase II proposal. Phase II:
Qualified Proposers will be evaluated on (1) Total Evaluated Price
Proposal and (2) Technical Proposal. The Price Proposal will consist of
a base and one option: The base consists of 11 buildings and the option
consists of 2 buildings. The Government may award the option within 365
calendar days of award of the Base Proposal. The Technical Proposal
will include Past Performance, Organizational/Scheduling Approach,
Technical Approach, and Small Business Subcontracting Effort). The
Government reserves the right to reject any orall proposals at any time
prior to award; to negotiate with any or all proposers; to award the
contract to other than the proposer submitting the lowest total price;
and to award to the proposer submitting the proposal determined by the
Government to be the most advantageous to the Government. PROPOSERS ARE
ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT
CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be
submitted initially on the most FAVORABLE terms. Proposers should not
assume that they will be contacted or afforded an opportunity to
qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL
AND PRICE PROPOSALS WILL NOT BE COMPENSATED. For Specifications: There
