PRESOLICITATION NOTICE. The Federal Emergency Management Agency intends
to issue a Solicitation on or about July 1, 1998, for the Nazareth
Estates Dismantling to provide the dismantling of fifty-one emergency
housing units located at Estate Nazareth. The units were erected as a
emergency shelter during Hurricane Marilyn and must be dismantled at
this time. The work will include dismantling of housing units, includes
salvaging of re-usable components, checking of utilities, packing of
components, demolition of slabs and transportation of residual debris
to sites located on St. Thomas. The solicitation is to be accomplished
using competitive negotiation procedures. The Standard Industry
Classification and small business size standard is SIC Code 1545 and
$17 million, respectively. Prospective offerors are hereby notified
that the resulting award will be made to the firm(s) whose proposal
(both technical and price) represents the best value to the Government.
Firms are advised that award may or may not bemade to the offeror with
the lowest price. However, the price must bear a direct relationship
to the quality of the technical proposal since, in this acquisition,
the technical factors in their entirety are more important than price
(best value). It is contemplated that multiple awards will be made. The
estimated range of the total project is from $1,000,000 to $5,000,000.
A mandatory site visit will be conducted on St. Thomas to afford all
interested firms with an opportunity to inspect and evaluate existing
properties and site conditions which may impact contract performance.
It should be noted that failure to attend the site visit will
disqualify potential offerors. A Pre-proposal Conference will also be
held in St. Thomas to afford all interested firms the opportunity to
submit requests for clarification on the general/special terms and
conditions of the solicitation and the technical plans and
specifications. Additionally, presentations will be made by
representatives of FEMA on contract requirements. Questions and answers
discussed at the Pre-proposal Conference will be incorporated into an
amendment to the solicitation and provided to all interested firms
within a week after the conference. Firm planning to attend the site
visit and Pre-proposal Conference are requested to confirm their
attendance in writing or via facsimile to Maxine Fredericks. Upon
receipt of your confirmation of attendance you will be provided with an
information package giving details of the location and times of the
site visit and the Pre-proposal Conference. Firms are requested to
limit attendance to 2 representatives for the site visit and
Pre-proposal Conference. The specifications and plans may be inspected
without charge at the FEMA office. Contact Maxine Fredericks to made
arrangements. Firms wishing to receive a copy of the technical plans
and specifications should send a check for $25.00 made payable to the
U.S. Treasurer. The plans and sepcifications will not be furnished as
part of the Request for Proposal. All firms interested in participating
in the site visit and the Pre-proposal Conference should review the
draft plans and specifications so that they are prepared to ask for any
needed clarifications, provide comments or hold discussions regarding
improvements. Award is tentatively scheduled for early October and it
is estimated that the period of performance will be 120 days. Firms
interested in receiving the Request for Proposals, including any
changes to the draft plans and specifications, are requested to contact
