COMMERCE BUSINESS DAILY ISSUE OF JUNE 17,1998 PSA#2118NAVAL OCEANOGRAPHIC OFFICE, CONTRACTING DIVISION, CODE N41, STENNIS
SPACE CNTR, MS 39522-5001 19 -- TOWED BIOASSAYER SYSTEM SOL N62306-98-R-A003 DUE 062698 POC
Contract Specialist, N.F. HAIRSTON, (228) 689-8367, M. M. Fletcher,
Contracting Officer, (228) 689-8369 The Naval Oceanographic Office is
seeking information concerning potential sources, including
manufacturers, dealers and/or distributors of currently available
commercial off the shelf Towed Bioassayer Systems for undersea
operations. Minimum Government requirements for the System are as
follws: The System shall consist of a high resolution echo sounder
providing real-time volume backscattering strength and single-fish
target strength measurements at three frequencies simultaneously whose
transducers are mounted in a towbody. The system must be capable of
displaying and storing target strength distribution and single-fish
target strength distribution electronically to a Government-owned UNIX
workstation for examination or processing; acquire, analyze and
display three channels of acoustic data simultaneously or any
combination of three from transducer/ transceiver sets. For each
channel the system will accommodate: volume backscattering strength and
single-fish target strength, water column layers, sub-bottom profiling,
sound speed profiles, statistical calculations, hard copy output of
statistical data, echo integration, bottom detection and noise level
detection. System is to be manually operated using interactive, nested,
on- screen menus, provide four modes of operation (passive, active,
external trigger and test). System shall: provide real-time or color
hard copy outputs for each channel, operate 24 hours a day for up to 32
days w/o preventive maintenance or refurbishment; consist of separate
shipboard suite and towbody. Sub-system operation: 110-130 VAC, 50/60
HZ, NTE 400 W; function in 10% -- 90% non-reducing relative humidity in
a temperature range of 10 deg to 40 deg C; withstand shipboard
vibration in moderate to high seas; be rack-mountable in single 19"
rack NTE 60" in height, total weight NTE 100 kg. Towbody: designed for
data acquisition speeds of 6-8 kts and transiting and maneuvering
speeds of 10-12 kts; withstand deployment and retrieval using a winch
and U-frame; does not undergo excessive roll pitch and heave at data
collection speeds in sea states from 0-4; accommodate up to three
downward facing transducers in any combination with balancing system
for using one or two; not exceed four meters in length, one meter in
diameter, or 400 kg weight fully laden. Written responses are required
and should include contractor name, address, phone number, fax number,
point of contact, e-mail address, if applicable. Commercial vendors who
intend to respond to this notice are to provide at a minimu, two (2)
complete sets of brochurs/descriptive literature and price list(s)
applicable. The brochures should be marked aas well as any comments
relevant to the unit deemed pertinent. Respondents will not be notified
of either the receipt or the results of any evaluation ofinformation
submitted. This synopsis is issued for information and planning
purposes only and is not to be construed as a solicitation or any
commitment by the Government. No additional technical information,
other than published in this synopsis, is available. All responses are
to be submitted to the Naval Oceanographic Office, Contracts Branch,
N412, Attn: N. F. Hairston, 1002 Balch Boulevard, Stennis Space Center,
MS 39522-5001, not later than ten (14) days after synopsis publication.
