Fleet and Industrial Supply Center (FISC) Norfolk Detachment Washington has a requirement to procure a liquid calibration system for the Norfolk Naval Base in Norfolk, Virginia. (I) A list of the Contract Line Item Numbers and their items are as follows: CLIN 0001: Closed Loop Liquid Flow Meter Calibration System, Liquid Flow 40-2000 GPM + 0.25%, Quantity: One (1) ; CLIN 0002: Data for CLIN 0001, Quantity: Lot; CLIN 0003: On-site training to provide operating instructions for CLIN 0001, Quantity: Lot; CLIN 0004: Installation of CLIN 0001 at Norfolk Naval Base, Building V-61, Room 132, Norfolk, Virginia, Quantity: Lot. (ii) OPTIONS: There are two Options that the Government reserves the right to exercise. They are as follows: Option Lot I: 1,000 Gallon Weight Tank System, Quantity: Lot; Option Lot II: Trade-in of existing Norfolk Flow Meter Calibrator, Model Number: COX MODEL 311-AT, Serial Number: 1124-D. The Contracting Officer may exercise this option at the time of award. The unit will not be available for removal until CLIN 0001 is installed and operational. (iii) DELIVERY: Items are to be delivered to Norfolk Naval Base, Building V-61, Norfolk, Virginia. Delivery shall be made not later than 180 days after award of contract. (iv) WARRANTY: Supplies furnished shall be covered by warranty from defects in design, materials and workmanship for a period of one year after delivery or acceptance, whichever is the latter. (v) SPECIFICATIONS: The contractor shall provide a full time field supervisor to direct the installation and testing of the system from the start of installation to acceptance of the system. On-site training shall not be less than one (1), eight-hour workday. The calibration system shall use fresh water as the calibrating media. The system shall be capable of the following capacities and accuracy: Total flow range: 3 inch line: from not more than 40 GPM to not less than 650 GPM @ 20 PSI, 6 inch line: to not more than 100 GPM to not less than 2,000 GPM @ 20 PSI, Accuracy: + 0.25% IV certified and traceable to NIST; Repeatability: + 0.1% or better; Test Media: Water; Flow meter sizes: Diameter: up to not less than 6 inches, Length: 6.0 inches to 6.0 feet. (vi)PRE-PROPOSAL SITE VISIT: A pre-proposal site visit and conference will be held at the Norfolk Naval Shipyard, Building V-61, Room 132, in Norfolk, Virginia on 14 July 1998 at 11:00 a.m. At this time, the Government will explain or clarify its requirement, respond to questions regarding the solicitation and permit general inspection of the proposed installation site, before proposals are submitted. Interested firms are encouraged to attend the conference to familiarize themselves with the installation site as well as all general and local codes and conditions that may affect the cost of performance of the contract, to the extent that such information is readily obtainable. In no event will failure to attend the conference constitute grounds for withdrawal of an offer after opening, or claim after award of the contract. Remarks and explanations at the conference will not qualify the terms of the solicitation or specification. Unless subsequently amended in writing, it will remain unchanged. Firms interested in conference participation must advise the Contracting Officer, not less than 5 days prior to the scheduled date and provide the following information: 1) Company Name and 2) Name of Representative.
