sandi.nixon@fema.gov. 17. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6 as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
EMV-1998-RQ-0048, issued as a Request for Quotation (RFQ) is for the
purchase of Line-Of-Sight (LOS) Microwave Antennas identified below.
The solicitation document and incorporated provisions and clauses are
those in effect thru Federal Acquisition Circular 97-04. This
procurement is a small business set-aside, SIC Code is 3669/small
business size standard is 750. It is anticipated a single award will
result in the issuance of a firm-fixed-price simplified acquisition
order. Items are req'd to be delivered, FOB Destination, to FEMA, MERS,
Maynard, MA 01754-2147, which is also the place of inspection &
acceptance. Delivery time to be annotated by the offeror. Items: A. 40
ea 2 ft parabolic dish antennas, Radio Waves, Inc., Billerica, MA P/N
SP2-5.8 or equal, with the following characteristics: 1.(MANDATORY)
Transmit & receive in the "Spread-Specturm" 5.7 to 5.8 GHz frequency
range. 2.(MANDATORY) Gain shall be at least 28.0 dBi. 3.(MANDATORY)
Dual polarization feed. 4.(MANDATORY) Rugged, lightweight, easy to
install; weight not to exceed 25 lbs each. 5.(MANDATORY) Heavy duty,
all weather, corrosion resistant construction able to withstand
multiple setups. 6.(MANDATORY) Necessary tools, accessories, and
complete operations & maintenance documentation required. 7. Reusable
transit cases for antennas; weight w/antenna not to exceed 50 lbs. B.
35 ea 3 ft parabolic dish antennas, Radio Waves, Inc. P/N SP3-5.8 or
equal, with the following characteristics: 1.(MANDATORY) Transmit &
receive in the "Spread-Spectrum" 5.7 to 5.8 GHz frequency range.
2.(MANDATORY) Gain shall be at least 31.0 dBi. 3.(MANDATORY) Dual
polarization feed. 4.(MANDATORY) Rugged, lightweight, easy to install;
weight not to exceed 35 lbs. 5.(MANDATORY) Heavy duty, all weather,
corrosion resistant construction able to withstand multiple setups.
6.(MANDATORY) Necessary tools, accessories, & complete operations &
maintenance documentation required. 7. Reusable transit cases for
antennas; weight w/antenna not to exceed 60 lbs. Offerors shall submit
descriptive literature if offering an "or equal" product. The
literature must be sufficient enough to allow the Gov't to evaluate the
product to make a determination of product compatibility with all
required LOS system components (i.e., masts, pan/tilts, & tripods which
are being solicited for under EMV-1998-RQ-0047 via combined
synopsis/solicitation procedures. Evaluation: The Gov't will make award
to the responsible offeror whose offer conforming to the stated
requirements will be most advantageous to the Gov't, price & other
factors (i.e., past performance & quality) considered. Technical is of
greater importance when compared to price, therefore, the Gov't will
utilize Best Value procedures IAW FAR Subpart 13.106 in making an
award. All product requirements identified as MANDATORY must be met by
an offeror's product in order for the product to be considered.
Failure to meet any one of the mandatory criteria will eliminate the
proposed product from further consideration. Failure of an offeror to
submit descriptive literature for a proposed "or equal" product will
result in that product being rejected from further consideration.
Further, descriptive literature which fails to show that the proposed
product complies with the requirements stated above will result in the
rejection of that product. Offerors are to include a completed copy of
FAR provision 52.212-3 "Offeror Representations and Certifications --
Commercial Items" w/their response. The following FAR clauses also
apply: 52.212-4 "Contract Terms and Conditions -- Commercial Items,"
52.212-5 "Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items,"52.203-6 "Restrictions on
Subcontractor Sales to the Government, ALT I," 52.222-26 "Equal
Opportunity," 52.222-35 "Affirmative Action for Disabled Veterans and
Veterans of the Vietnam Era," 52.222-36 "Affirmative Action for
Handicapped Workers," 52.222-37 "Employment Reports on Disabled
Veterans and Veterans of the Vietnam Era," and 52.225-3 "Buy American
Act -- Supplies." Due date for receipt of responses to this RFQ will be
15 business days from the publication date of this notice, COB (4:00
PM, EST) to FEMA, MWEAC, 19844 Blue Ridge Mountain Rd., Bluemont, VA
20135, ATTN: Mrs. Sandi Nixon, Bldg. 413. RFI's regarding this RFQ are

Technical and/or administrative questions must be received by Mrs.
