synopsis/solicitation for commercial items prepared in accordance with
FAR Subpart 12.6, as supplemented with additional information included
in this notice. This acquisition is also being conducted in accordance
with FAR 13.500 and FAR 13.601. This announcement constitutes the only
solicitation; a sole source proposal from Storage Concepts is being
requested and a written solicitation will not be issued. It is
contemplated future announcements will be issued for a cumulative
quantity not-to-exceed forty-five (45). The Request For Proposal number
is F08626-98-R-0039. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-04. The Government anticipates awarding Firm-Fixed Price
purchase order(s) for Commercial-Off-The-Shelf (COTS) Fibre Redundant
Array Independent Disk (RAID) Recorders (Part Number Concept 814F-9-9)
to Storage Concepts, 2652 McGaw Avenue, Irvine, CA 92614, a small
business. The Concept 814 Recorder with its nine SCSI drives utilizing
RAID technology, is an integral component of the Government's
Translated GPS Range System (TGRS) currently under development by
Interstate Electronics Corporation, Anaheim CA. The Storage Concept 814
Recorder is the only recorder capable of recording signals from the
TGRS because IEC's Recorder Input/Output card was designed to interface
with Storage Concepts' proprietary Extended Differential Super Fast Bus
(EDSFB). The EDSFB provides the interface between the Fiber Channel
Data Acquisition Controller (FCDAC) and the IEC designed Recorder
Input/Output card in the TGRS GTP's Versa Module Europa (VME) chassis.
SIC is 3695/FSC 5895/less than 750 employees. A Defense Priorities and
Allocations System (DPAS) DX priority rating is applicable to this
acquisition. The contractor will provide either fourteen (14) or
fifteen (15) Concept 814F-9-9 Recorders, quantity will be finalized at
award. CLIN 0001, Concept 814-9-9 Recorder: CLIN 0001AA quantity of
four (4); CLIN 0001AB quantity of five (5); CLIN 0001AC quantity of
five (5); and CLIN 0001AD quantity of five (5) . CLIN 0002: Contractor
shall identify shipping and handling costs as follows: CLIN 0002AA
(for CLIN 0001AA) and 0002AB (for CLIN 0001AB) Patrick AFB, FL; 0002AC
(for CLIN 0001AC) White Sands Missile Range, NM: 0002AD (for CLIN
0001AD), Eglin AFB, FL. Deliveries, inspection, and acceptance shall be
FOB Destination. Standard commercial data, shall be delivered with each
system. Applicable Clauses/Provisions: FAR 52.212-1, Instructions to
Offerors Commercial Items is hereby incorporated by reference. The
following are addenda to FAR clause 52.212-1: Paragraph (c) Period of
acceptance of offers; The offeror agrees to hold the prices in its
offer firm for 30 days calendar days from the date specified for
receipt of offers. Far provision 52.212-3, Commercial Items, shall be
completed and submitted with the proposal. A copy of FAR 52.212-3,
Offeror Representations and Certifications, and all other clauses are
available on the Internet at http://farsite.hill.af.mil/. FAR Clause
52.212-4, Contract Terms and Conditions Commercial Items hereby applies
to this solicitation and includes the following addenda: paragraph (o).
The contractor expressly warrants the recorder for eighteen months from
defects in material and workmanship. Warranty becomes effective upon
delivery. FAR clause 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders Commercial Items applies to
this acquisition with the following addenda: Paragraph (b) the
following FAR clauses are hereby incorporated by reference: 52.203-10,
52.219-8, 52.219-9, 52.222-26, 52.222-35, 52.222-36, 52.222-37,
52.225-3. The offer shall be evaluated to ensure item(s) meeting the
specification are proposed, including commercial data, in the
quantities required, and that the delivery schedule is met. The
proposed prices will be evaluated for price reasonableness. Deliveries,
as required, shall be made as follows: CLIN 0001AA, four (4) or CLIN
0001AB, five (5), to Computer Sciences Raytheon, 8409 S. Tech Road,

Transportation Officer, Eglin AFB FL 32542, Attn: SMgt Jimmy Howard,
ASC/WMR, Bldg. 11, (850) 882-9300, Ext. 5073. All deliveries shall be
30 days ARO with acceptance at Destination. Shipments must be delivered
during normal business hours, local time, Monday through Friday,
excluding U.S. Government Holidays. The following provisions for
contract finance terms apply to this solicitation and are included by
addenda: Payment will be made in accordance with FAR clause 52.232-25,
