The National Institute of Standards and Technology (NIST) intends to negotiate with Creatv MicroTech, Inc., Potomac, MD, on a sole-source basis to continue research in flat panel field emission display technology. This effort will include experimental testing of cold electron field emitter arrays and subsequent analysis of the experimental data. Period of performance shall be from date of award through September 30, 1998. NIST intends to negotiate with Creatv MicroTech under the authority of FAR 6.302-1, which permits sole source acquisition when only one responsible source will satisfy the agency's requirements. Creatv Microtech has been an active participant in ongoing field emission display research under an Advanced Technology Program (ATP) Joint Venture arrangement. Award to another source would likely result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and may result in unacceptable delays in fulfilling the agency's requirements. Anticipated award date is July 9, 1998. This notice is not a request for proposals. However, interested parties may identify their interest and capability to satisfy the Government's requirement within 15 days of this notice. Capability statements must include documentation of expertise in flat panel field emission display technology and electron beam collimation from gated field emitters with integrated lenses, as well as familiarity with two-dimensional "SOURCE" and three-dimensional "EO-3D" Codes. Any contract awarded will include the clause at 52.227-17 Rights in Data -- Special Works. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the contracting officer.
