The information changed is identified in all capital letters. Please note the response date has been changed to Wednesday, July 8, 1998, at 2:00 p.m. Architectural-Engineering (A-E) Design Services are required for the proposed critical systems improvements and space alterations necessary to renovate floors 15 through 18 in the Richard Bolling Federal Building (FB), 601 East 12th Street in Kansas City, Missouri, to provide a high quality office environment. Additionally, the roof on the 32- year-old structure will be replaced. This project will yield approximately 127,000 usable square feet of space. The proposed scope of work emphasizes code compliance, environmental safety, energy conservation, and interior modernization on floors 15 through 18 and the penthouse. The project will upgrade, restore, or replace obsolete building systems, architectural features, finishes, and surfaces in these areas. The building's original roof will be replaced. A new perimeter HVAC system with individual controls, sheet metal distribution system, and variable air volume (VAV) boxes will be installed. Handicapped accessibility will be improved by the upgrading of restroom facilities. A new egress stair will be constructed from the 18th to the 17th floor to provide a safe path of egress eliminating the need to exit through a large open mechanical space. Hazardous asbestos containing materials and lead base paint will be removed. Asbestos spray-on fireproofing, which coats the underside of all floor slabs and structural steel framing members, will be removed and replaced with an acceptable fireproofing material. All asbestos pipe insulation on the domestic hot and cold water piping, chilled water piping, steam, and condensate piping will be removed and replaced with non- asbestos insulating material. All lighting, conduits, outlets, power panels and switch panels on each floor will be removed and replaced. All window glass on these floors will be removed and the glazing compound replaced with neoprene gasketing. All operable windows will be fixed to the closed position and all spandrel panels will be removed, fitted with neoprene gasketing, and reinstalled. The construction work will be accomplished in two contracts. The first contract will abate hazardous materials and provide a basic shell. The second construction contract will provide design build services for tenant build out. The A-E services will include programming and preparation of parameters for the tenant design build contract. The anticipated A/E contract will include pre-design, schematic design, design development, and construction document services. Optional contract services will include tenant improvement services, bidding services, and construction contract administration services. CONTINGENT UPON RECEIPT OF FUNDING, OPTIONAL CONTRACT SERVICES MAY ALSO INCLUDE PROFESSIONAL SERVICES FOR THE REMAINING FLOORS IN THE BUILDING. Professional services include preparation of working drawings, specifications and construction cost estimates, and will require special services such as: asbestos and toxic material abatement (i.e.: lead paint), interior design, fire safety, energy conservation, roof consultant, building code reviews, special studies, reports, planning, programming services, and other design and testing procedures that are common in the construction industry. Working drawings and specifications are to be prepared for a core and shell construction solicitation. Programming services are required for preparation of a design-build interior tenant improvement solicitation. Where offerors propose in-house staff to provide special services, offerors should demonstrate that qualifications of in-house personnel are equivalent to that of a consultant. The proposed renovation will contain general office space. Estimated construction cost for this project is approximately $23,500,000. Selection to be based upon: (1) Experience (30%): evidence of cost control, quality of work, and compliance with performance schedules on similar projects; (2) Specialized Design Experience (25%): includes the experience of the team and consultants in asbestos toxic material abatement (lead paint), interior design, fire safety, roof consultant, energy studies, building code review, and metric design; (3) Project Team (20%): qualifications and relevant experience as individuals and as a team; (4) Design Management (15%): management plan, scheduling projects, cost control methods, scheduling time, production facilities and production capabilities; (5) Design Ability (10%): evidence of firm's ability to provide innovative design solutions and efficient designs. Consideration will be limited to those firms having an existing professional design production office within the State of Missouri, and such office shall have been in operation as of the date of this announcement. At least one member of any proposed joint venture must have an existing office within the State of Missouri. Joint venture of firm/consultant arrangement will be considered and evaluated on a demonstrated successful interdependence of the members to provide a quality design effort. Respondents must demonstrate capability to perform 80 percent of the construction document services in existing offices within the State of Missouri. Design shall be hard metric (System International -- SI). Drawings shall be created and submitted in native AutoCAD release 14 format. Drawings created in other CAD programs and then translated into AutoCAD are not acceptable. Specifications, reports, databases, and similar items shall be submitted in native MSOffice 97 format. The firm/joint venture shall update software versions at their own expense at the request of the Government. In accordance with 15 USC 631 Et. Seq., the A-E will be required to provide the maximum practical opportunities to Small Business concerns owned and controlled by socially and economically disadvantaged individuals to participate as subcontractors in the performance of the contract. As part of its commitment to socioeconomic initiatives of the Federal Government, the General Services Administration has established for fiscal year 1998 subcontracting goals of 25 percent for small business, 5 percent for small disadvantaged business and 5 percent for women-owned businesses. The use of subcontractors/consultants shown on the submitted SF 254's will be reflected in a Small Business and Small Disadvantaged Business Subcontracting Plan included in the contract. Firms must also provide a brief written narrative of outreach efforts made to utilize small, disadvantaged, and women- owned businesses. The narrative shall not exceed one type-written page. An acceptable subcontracting plan must be agreed to before contract award. (Small businesses are not subject to this requirement.) To be considered, responses to this notice must be delivered by 2:00 p.m., local time, JULY 8, 1998, to the General Services Administration, Office of Business and Support Services (6ADB), 1500 East Bannister Road, Room 1161, Kansas City, MO 64131-3088. Firms wishing to be considered must submit completed SF-254(s) and SF-255(s) and other pertinent information as required above. When responding to this announcement, offerors should fully address their capability with regard to each of the above stated minimum requirements and evaluation factors. The top ranked firms will be recommended for interviews based on their written response to this announcement. A follow-up announcement shall be placed in this publication containing a list of the firms considered to be the most highly qualified. Award of this contract is contingent upon the receipt of design funds. The successful offeror is advised that the Government intends to propose the use of the partnering process during the design and construction of this building. The proposed contract is not set aside for small business. This is not a request for a fee proposal. (0166)
