Thomas Contracting Officer (Site Code DAKF19) Provide all management, administration, labor, supplies and equipment except that specified as Government furnished, to manage the Child Development Center (CDC) at Fort Riley, Kansas. The children will range in age from six weeks to five years. The CDC will hold approximately 220 children in the full day and hourly programs. The targeted breakout for these classes is 7 full-day, infant classes with 4 infants to a class (28 infants); 8 full-day, pre-toddler classes with 5 pre-toddlers to a class (40 pre-toddlers); 6-full day, toddler classes with 7 toddlers to a class (42 toddlers); 10-full day, pre-schooler classes with 10 pre-schoolers to a class (100 pre-schoolers); 1 mixed ratio class with 4 children (of any age to handle hourly care; and 1 mixed ratio class with 5 children (of any age but infant) to handle hourly care. The normal working hours for performance of routine work are 5:45 a.m. to 5:30 p.m. for the full day program and 7:30 a.m to 3:30 p.m. for the hourly program, Monday through Friday,excluding legal Federal holidays. The Government will provide maintenance of the CDC structures including maintenance of all built-in real property within the CDC, such as toilets, sinks, built-in cabinets, lighting, vent fans, outlets, sprinkler system, roof, air conditioning, and heating system. The proposed contract will be a firm fixed type contract with a base year of 01 Jun 99 through 31 May 00 and include four option years. The Request for Proposal (RFP) will be issued on or about 17 Jul 98 and will close on or about 01 Sep 98. This proposed procurement is subject to availability of funds. This proposed procurement is a Commercial Activity study under OMB Circular A-76 and may or may not result in the award of a contract. The proposed solicitation is unrestricted. The small business size standard for this project is $5.0M.
