E-MAIL: James Debelius, James.M.Debelius.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Proposal (RFP) for a Supplier Assurance Contract (SAC). However, offerors should note that this is a Draft RFP (DRFP) for industry comment. This draft solicitation package is for information and planning purposes only. No proposal is requested and no contract will be awarded as a result of this DRFP. The purpose of the acquisition is to provide services for NASA Safety, Reliability, and Quality Assurance (SR&QA) insight/oversight of its suppliers. NASA's suppliers are currently estimated at 3,700 locations throughout the continental United States. The effort will entail all SR&QA aspects of contract-directed activities for all NASA field centers. NASA currently anticipates issuing approximately 450 task orders over the two year basic period of performance of the contract and 1,950 task orders over a five year period if all of the options are exercised. The provisions and clauses in the RFP are those in effect through FAC 97-04. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The SIC Code and Size Standard are 8731 and 1,500 employees, respectively. The resulting contract will be a performance-based, indefinite-quantity, cost-plus-incentive-fee (CPIF) contract. Only one contract will be awarded as a result of this upcoming competition. The DPAS rating for this procurement is DO-C9. The anticipated release date of RFP5-51767-502 is on or about August 3, 1998 with an anticipated proposal due date of on or about September 11, 1998. All qualified responsible sources may submit a proposal, upon RFP release, which shall be considered by the agency. An ombudsman has been appointed. See Internet Note "B". The solicitation and any documents related to this procurement will be available over the Internet.
