This office shall coordinate the oral presentations after receipt of your proposals. The solicitation closing date is hereby extended from 17 Jun 98 to 1 Jul 98 at 3:00 PM EST. Answers to technical questions are hereby submitted: 1. Question: "The contractor will submit a list of publications and will be asked to write a sample geographic profile on one of the countries covered by this contract using background information provided in Attachment II -- V" Clarification on how extensive this effort needs to be. Do they want an executive summary, outline, or complete document prepared for publication? Also what is meant by "submit a list of publications". Is this list the one that goes with the geographic profile and are we being asked to do a literature search to develop the publication list? Answer: No, a sample DVEP is not to be prepared. The potential contractor will be asked to write only a geographic profile for the country of Qatar. Refering to the Regional DVEP outline provided as Attachment 1, this would be paragraph V. (Country Profile), A. (Geography). In the sample draft Bolivia DVEP it would be paragraph III.A. The sample geographic profile should be no more than one or two paragraphs. The purpose of this requirement is to enable us to evaluate writing ability and style. The list of publications to be submitted is a list of publications authored by the potential contractor(s). The purpose of this is to be able to evaluate the ability to write publishable material. 2. Question: Can other sources of information be used to prepare the sample geographical profile other than the 4 attachments provided? Have DVEP's been previously done for the other regions of the world? Answer: Yes The attachments were provided for starters, and whereas the "sample geographic profile" can be written using only what we have provided, the potential contractor is encouraged to use whatever reliable supplemental information that can be found. Again, remember that the purpose of this exercise is for them to submit a sample of their writing so we will have something concrete on which to judge their writing ability. During the actual writing of the DVEP we expect the contractor to conduct a fairly exhaustive literature search and to consult sources other than what we have provided. No. This is the first time we have attempted to do "Regional DVEPs." All previous DVEPs have been for individual countries (44 total). DPMIAC will provide the contractor with copies of all existing DVEPs on countries within the target regions. (0166)
