(INL) is seeking the services of a Maritime Aerial Surveillance
Specialist for a period of six months with the option to extend the
contract an additional six months. INL's authority is limited to
contracting with individuals for personal services. Therefore,
companies may not apply. All necessary information to make an offer is

Maritime Aerial Surveillance Specialist for six months, with the option
to extend the contract six months. Only individuals may apply. All

be issued. Award will be made to the most technically qualified
individual. The purpose of this contract is to provide technical
assistance to INL in the implementation of a project to provide
enhanced maritime interdiction in the Caribbean. This project is a
follow-on to the Caribbean Summit of 1997, during which the USG agreed
to provide C-26 aircraft to a number of countries in and around the
Caribbean to serve as surveillance platforms for maritime drug
interdiction. Since the aircraft cannot serve in this role without
appropriate sensor equipment, the commitment to enhance maritime
interdiction with these aircraft contains an implicit agreement to
provide the required sensor equipment. Two of the promised aircraft are
to be turned over to the Regional Security Systems (RSS), an
organization formed by six island countries. These aircraft are to be
based in Barbados. In addition to the aircraft, the USG agreed to
provide two years of logistic support to the RSS. A USAF program office
will contract for the logistic support and sensor development and
deployment. The sensor package will be comprised of off-the-shelf
technology but integrating the elements and the design for installing
them in the aircraft will require an investment in non-recurring
engineering effort. The contractor is responsible for coordinating all
aspects of this maritime surveillance enhancement project. SOW:
Coordinate the development of logistic support and maritime
surveillance sensor requirements for the C-26 aircraft working with the
EmEmbassy Bridgetown, the RSS, USAF, and private contractors. Define
functional requirements for airborne sensor systems, conduct analysis
of and provide recommendations concerning the adequacy and
appropriateness of particular products and technology for this
application. In this capacity the contractor is responsible for
researching equipment in use by agencies of the USG and other
governments and such other private organizations as may be engaged in
maritime surveillance. Serve as the Bureau's primary source of
technical expertise in the administration of a contract or contracts
that may be awarded for sensor development, acquisition and
installation and logistic and operational support to the aircraft.
Provide the interface between the USAF acquisition management
organization and the contractor responsible for sensorintegration to
ensure timely and cost effective development and deployment of senor
equipped aircraft. Assist in the design, development and implementation
of doctrinal, training, and operational protocols for the RSS, working
with the Coast Guard and Customs to identify training resources.
Coordinate delivery of aircraft and other contract deliverables.
Conduct briefings and travel from WashDC to Bridgetown. Minimum quals:
Bachelor's degree, 10 years experience in military or law enforcement
activities relating to drug control including experience with
Washington inter-agency counter-narcotics processes. Evaluation
criteria: substantive knowledge of and experience in the use of
aircraft for maritime surveillance in drug interdiction including
development of operational maritime surveillance units and doctrine and
training methodologies employed by Coast Guard and Customs; substantive
knowledge and experience with airborne electronic surveillance systems
including forward-looking infrared and other types of radar and
photographic systems; knowledge of INL foreign assistance programs and
of drug trafficking patterns in the Caribbean. Send SF-171 to the
