COMMERCE BUSINESS DAILY ISSUE OF JUNE 17,1998 PSA#2118INAPPROPRIATE NOTICE ARCHIVING ACCTION On June 12, 1998 notice SN208235
was removed from the active electronic version of the Commerce Business
Daily (CBD). This notice was inappropriately published in the CBD by a
contractor who did not fully understand the limitations that the
Federal Acqusition Regulation (FAR) places upon contractor use of the
CBD. Part 5.206 states the following: "Prime contractors may use the
CBD to publicize subcontracting opportunities stemming from the receipt
of a Government contract. The CBD can be used to seek competition for
subcontracts, to increase participation by small, small and
disadvantaged, and women-owned business firms, and to meet established
subcontracting plan goals." Unless a contractor has received a
Government contract and has bona-fide subcontracting opportunities
associated with that specific contract, that contractor shall not use
