This solicitation notice is for a project located on Kirtland AFB, New Mexico. The SIC Code is 1542, and the Size Standard is $17.0 Million. This solicitation is reserved for competition limited to 8(a) firms. Geographical restriction: Only 8(a) firms located in the Albuquerque District which have SIC Code 1542 among their approved SIC codes may participate. All other firms are deemed ineligible to submit offers. Contractor shall furnish all on-site labor, supervision, materials, tools, and equipment necessary to repair the Nuclear Weapons Integration (NWI) building at Kirtland AFB, NM. Work includes but is not limited to: asbestos and lead abatement; major demolition of existing mechanical and electrical systems; construction of new fire-rated hallways, stairways, and an exterior stairway; installation of new electrical and mechanical systems for entire building. Two optional contract line items will be included as follows: Option Item 1 install ramp for handicapped accessibility and upgrade first floor bathrooms. Option Item 2 Provide temporary offices/bathrooms facilities, security fencing for 70 users (includes heating/cooling, electrical outlets for heavy computer loads, phones) for the NWI employees. User will move themselves into these temporary offices. A firm fixed-price construction contract with a period of performance of 180 days after Notice to Proceed is contemplated. IAW FAR 36.204, the magnitude of construction is estimated as follows: between $1,000,000 and $5,000,000. The solicitation will be evaluated using Best Value procedures. An integrated assessment of the offer's price and past performance will be performed. Evaluation criteria will be set forth in Sections L and M of the solicitation. The government reserves the right to award a contract to other than the lowest price offeror. Note: Funds are not presently available for this project. No award will be made until funds are available. The government reserves the right to cancel this solicitation, either before or after receipt of proposals, with no obligation to the offerors by the government.
