a Request for Proposal (RFP) for the design, development, fabrication,
qualification and delivery of 20 pyrotechnic isolation valves. The
valve will be used in space suited crew member self rescue emergency
equipment and the requirements are very stringent. Preference shall be
given to valve designs which preclude introducing contamination into
the downstream flow path and have demonstrated flight worthiness and
high reliability. The valve shall be a normally closed, interference
fit design, have a maximum design pressure (MDP) of 10,000 psig at 144
degrees farenheit with a proof rating of 15,000 psig and a minimum
burst of 25,000 psig. The maximum envelope and external configuration
is specified by drawing SLG 33110980 which can be requested by fax at
(281) 244-5331. The body shall be 2.4 inches in length, maximum,
excluding the initiator. The inlet and outlet ports shall be at 90
degrees, and offset 0.250 inches. The ports shall be in accordance with
MS33649-04. The outlet flow port area shall be equivalent to a 0.039
inch diameter orifice with a discharge coefficient (Cd) of 0.8. The
operational storage life shall be 10 years minimum. The operating
environment shall be -20 to +144 degrees farenheit. The valve shall be
actuated by a Government furnished NASA Standard Initiator (NSI). The
valve shall be delivered cleaned to level 100 A in accordance with
MIL-STD-124C. The leak rate shall be less than 1x10 to the -6 standard
cubic centimeters per second (sccs) GHe at MDP. Propellant gases or
particulates vented into the pyrovalve flowstream during firing shall
maintain the requirements of level 100 in accordance with
MIL-STD-1246C. This requirement shall be demonstrated as a part of
development testing on three flight like units and the contractor shall
participate in a Development Test Results Review (DTRR). Twenty valves
shall be delivered no later than 8/31/99. Fluid media will be
nitrogen, air, helium, water, and freon 14. Qualification testing shall
include the testing in the matrix that can be requested by fax at (281)
244-5331 and the contractor shall participate in a Qualification Test
Results Review (QTRR) and present the final qualification report. The
contractor shall perform Acceptance Testing on each valve in accordance
with the approved Test Plan. These valves shall be shown to be a leak
before burst design. The supplier shall conduct tensile tests on
standard tensile bars (coupons) in accordance with AMS 5643 from the
same lot as the valve body material. Qualification testing
specifications can be requested by fax at (281) 244-5331. The
Government intends to acquire a commercial item using FAR Part 12. The
SIC Code and Size Standard are 3769 and 1000, respectively. The DPAS
Rating for this procurement is DO-C9. The provisions and clauses in the
RFP and model contract are those in effect through FAC 97-04. All
qualified responsible sources may submit an offer which shall be
considered by the agency. The anticipated release date of the RFP is on
or about 6/30/98 with an anticipated offer due date of on or about
7/31/98. An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
