This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F0470098Q1609. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-4. This acquisition is unrestricted; the standard industrial classification code is 3663. The acquisition is for the following items (part numbers are Merlin Engineering Works): Line Item 0001, Video data encoder, P/N: ME-981. Line Item 0002, Interface card, P/N: 981-PCMB/PCMB. The part numbers provided above are meant to show the Government's minimum requirements. Offerors can quote on equals. The offered units shall meet the following performance requirements: Line Item 0001, Video encoder: The Video Data encoder shall convert digital data, Pulse Code Modulation (PCM) and/or MIL-STD-1553 signal into video signal to be recorded on a HI-8mm VCR. Data received directly from the system under test is routed to the encoder's compatible data interface cards (PCM or 1553) and then is written into memory where error correction code is performed. After the D/A conversion, the data is conformed to video timing and output in standard video format for recording. INPUT: Depends in the interface cards being used. Item being offered shall be capable 2 channel PCM, BIO-L (BI-Phase-Level), and 2 redundant MIL-STD-1553 buses separate primary and secondary channels. VIDEO OUTPUT: Frequency Response +/- 0.1db to 3 MHz; Group Delay Ripple <25 nsec to 2.7 MHz, 75 Ohm line; Composite 525 line NTS monochrome video or 625 line PAL monochrome video. POWER: 28 VDC per MIL-STD-704D at less than 20 watts. Line Item 0002, Interface card: This interface module shall accept two channels of PCM BIO-L data at any data rate from 2Kbs to 2.2Mbs in NTSC and 2.18MBs in PAL video standard. Automatic rate detection circuitry on each channel shall allow system to operate over its entire range without operator set-up or adjustments. Interface card shall be 100% compatible with the Video Data Encoder (Line Item 0001). Interface card shall be both single ended and differential selectable. Input Signal Level: 0 to 5 volts TTL level, threshold voltage is 1.5 volts +/-25mv hysteresis. Minimum Drive Current: IOL = -5 ma IOH = + 5ma. Input Impedance: 330 Ohms. Offerors quoting on equals must provide descriptive literature to the extent necessary to allow the Government to determine the technical acceptability of the equal item.
