for Engineering Consultant to Provide Design / Build Engineering
Services For the Design, Procurement, Installation and Testing of a
Fiber Optic Communication System The Bi-State Development Agency of the
Missouri-Illinois Metropolitan Area (Agency) requires Engineering
Consultant (EC) services to provide Design / Build Engineering Services
to successfully complete the design, procurement, installation, testing
and documentation of a Fiber Optic Communication System. This system
will establish a fiber optic network for voice and data communication
between Bi-State Development Agency Headquarters Building, DeBaliviere
Bus Garage, Central Maintenance Facility and MetroLink Yard and Shops
Facility. The successful offeror shall be required to perform the
following: 1) Design a MIS Wide Area Network that will connect the
existing LAN equipment installed at each of the facilities to a fiber
optic backbone. This design will utilize the existing fiber optic cable
located along the MetroLink rightof way. It will include the
interconnection of a 24-strand fiber optic cable utilizing the most
feasible route between each of the associated MetroLink station
communication rooms and the facilities communication rooms. The WAN
equipment design shall provide for sufficient bandwidth to support
Video Conferencing, Voice Communication, CADD, LAN applications, and
Data transmissions allowing for sufficient interconnectivity and
throughput for future growth of multiple nodes. 2) Securing of all
permits, easements and accesses necessary for the installation of the
fiber optic cable. 3) Procurement of all required fiber optic cable,
materials and equipment necessary to install the Wide Area Network. 4)
Installation and connection all required equipment and fiber optic
cables. 5) Providing of all required tests results, As-built drawings
and documentation of the completed work. A comprehensive maintenance
plan will also be required, outlining key areas of concern. Selection
of an EC will be made using the processunder the Brooks Act. Replies to
this notice are requested from all, as well as Disadvantaged Business
Enterprise (DBE) concerns. Firms replying to this request shall
identify all subcontractors and must submit SF-254, Architect-Engineer
and Related Services Questionnaire and SF-255, Architect-Engineer and
Related Services Questionnaire for Specific Project in four copies.

experience of the firm with this type of service. B. Technical
Competence and experience on similar projects at other companies of
comparable size. C. Program Management Approach, 1. Quality of work, 2.
Flexibility and availability of key personnel, 3. Innovation of
approach, 4. Present workload and ability to meet schedules. D. Support
Services, 1. Design, planning, procurement and installation services,
2. Technical and user support services, 3. General maintenance, 4.
Project management services. E. DBE participation on the overall
