Air Warfare Center Weapons Division, China Lake, CA intends to procure
on a competitive basis (1 ea) Mass Properties Measuring Instrument
which meets the following specifications: (1) Must be capable of
performing a Center of Gravity (CG) measurement along two horizontal
axes in a single setup with better than +/-.001 inch (0.025mm) accuracy
for payloads weighing as little as 4% of machine capacity (6,000 lbs);
(2) Moment of Inertia measurement around a vertical axis with accuracy
better than +/-0.25%; (3) Fully automatic opperation when CG or MOI are
selected on the computer, the entire measurement takes place
automatically; (4) Unbalance moment must be measured directly. Must be
able to have corrections made with the test part mounted and changes
in CG observed immediately; (5) Must utilize an externally pressurized
air bearing system to support the weight of the payload to reduce
wear, and eliminate shock loads; (6) Must NOT utilize a hydraulic pump
system; (6) Must be capable of measuringboth dynamic unbalance and
moment of inertia on a single machine; (8) Must utilize an active
closed-loop rebalance transducer system to detect and compensate for
deflection; (9) The unit must be self calibrating with weights and
distances traceable to NIST; (10) Must come equipped with a dedicated
microcomputer system including monitor and all needed cables, Windows
NT program software; (11) Must be capable of printing a measurement
report and perform the necessary calculation upon the completion of
each test; (12) Mass properties instrument must be classified as
explosion proof, class I and II (SE 9615 option); (13) Price to inlcude
field installation, adjustment and initial testing of the instrument;
(14) Price to include all shipping charges; (15) Must utilize a force
rebalance transducer system. Strain gauge load cells are NOT
acceptable; and (16) Delivery by 30 Sep 98 is highly desired. All
